The Haryana Human Rights Commission has taken serious note of the extremely alarming and inhuman conditions in government primary schools in Nuh district and has initiated suo motu proceedings in the matter. The commission acted based on news reports published on May 6, 2026.
The commission observed that the conditions described in the reports are extremely grave and prima facie amount to a direct violation of children's right to education, right to health, and right to live with dignity. According to facts placed before the commission, comprising chairperson Justice Lalit Batra and members Kuldip Jain and Deep Bhatia, several schools in the Ferozepur Jhirka area of Nuh district are functioning without proper buildings. The news reports further revealed that although 68 new schools were sanctioned in Nuh district in 2020, many schools still lack basic infrastructure.
In its order, the commission noted that forcing children to study in cattle sheds, open fields, or dilapidated structures violates children's human rights and contravenes the Right of Children to Free and Compulsory Education Act, 2009. The Act mandates that primary schools must be located within one kilometer of habitation. The commission also observed that the prevailing conditions are inconsistent with India's international obligations under the United Nations Convention on the Rights of the Child.
Treating the matter with utmost seriousness, the full commission headed by Justice Lalit Batra has sought detailed reports from concerned government authorities. They must submit a comprehensive report outlining policy-level decisions, allocation of funds, inter-departmental coordination, and a clear time-bound action plan for ensuring proper school infrastructure and compliance with statutory norms in Nuh district.
The commission also directed the principal secretary to the Government of Haryana, School Education Department, Chandigarh, to submit a detailed departmental report indicating the present status of infrastructure in the concerned schools.
