Odisha Government Streamlines Medical Certificate Process for Disabled Job Seekers

In a significant move to ease the examination process for government job aspirants with disabilities, the Odisha government has introduced a standardized medical certificate system. This new initiative eliminates the need for candidates to repeatedly visit government hospitals to obtain medical certificates for different recruitment examinations.

One Certificate for All Exams

The Department of Social Security and Empowerment of Persons with Disabilities (SSEPD) has issued directives to all department heads and government recruitment agencies across the state. These agencies, including the Odisha Public Service Commission (OPSC), Odisha Staff Selection Commission (OSSC), Odisha Subordinate Staff Selection Commission (OSSSC), Odisha Police Recruitment Board (OPRB), and State Selection Board (SSB), have been instructed to accept a single standardized medical certificate from persons with disabilities.

Previously, candidates with benchmark or below benchmark disabilities faced considerable challenges. Each recruitment agency maintained different formats for medical certificates required to certify the need for a scribe and compensatory time during examinations. For instance, the certificate format accepted by the Odisha Police Recruitment Board differed from that required by the State Selection Board.

Ending Unnecessary Hardships

This fragmented approach forced aspirants to approach government hospitals multiple times for reverification and fresh issuance of certificates whenever they applied for different examinations. An official from the SSEPD department highlighted how this practice created significant hardships for candidates.

"The previous system resulted in substantial difficulties, loss of valuable preparation time, and financial strain on these candidates," the official explained. "This was particularly burdensome for those who are already employed and residing outside their home districts, requiring them to travel repeatedly for certificate renewals."

Standardized Solution with Clear Validity

Under existing government guidelines, every person with benchmark or below benchmark disability who cannot write examination papers independently is entitled to compensatory time of twenty minutes per hour of examination, along with the assistance of a scribe. Candidates must submit a certificate from a medical board certifying their physical limitation to write, with such certificates having a maximum validity period of one year.

The new standardized system ensures that all examination agencies will accept one medical certificate within its validity period, without insisting on examination-specific formats. This unified approach provides much-needed relief to disabled job aspirants across Odisha.

Implementation Across Recruitment Notifications

All government recruitment agencies have been directed to incorporate this new provision in their recruitment notifications moving forward. This systematic change represents a progressive step toward creating a more inclusive and accessible examination environment for persons with disabilities seeking government employment opportunities in the state.

The initiative acknowledges the additional challenges faced by disabled candidates and aims to remove unnecessary bureaucratic hurdles from their path to securing government positions. By standardizing the medical certificate requirement, the Odisha government demonstrates its commitment to disability rights and equal opportunity in public sector employment.
