The appointments committee of the cabinet (ACC) has approved the empanelment of two 1995-batch IPS officers from the Punjab cadre, Amit Prasad and Kapil Dev, for holding Director General and equivalent-level posts at the Centre. Amit Prasad currently serves as additional director general of police (ADGP) Counter Intelligence and heads the Internal Security Wing. Kapil Dev, another ADGP-ranked official, is on central deputation.
Expanding the Empanelled List
These two officers join five other IPS officers from the Punjab cadre who were previously empanelled for DG or equivalent posts at the Centre. In February 2025, 1992-batch IPS officer Gaurav Yadav, serving as Punjab DGP since July 2022, was empanelled for such a post. Additionally, four 1994-batch IPS officers of Punjab cadre—Amardeep Singh Rai, Anita Punj, Praveen Kumar Sinha, and Sudhanshu S Srivastava—were empanelled in July 2025. They were among those promoted to the rank of DGP in Punjab earlier that month.
Eligibility and Career Prospects
The minimum qualifying service for IPS officers to be considered for empanelment at DG and equivalent-level posts at the Centre is 30 years. Empanelled officers may be appointed as Director General of Central Armed Police Forces (CAPFs) such as the Border Security Force (BSF), Central Reserve Police Force (CRPF), Indo-Tibetan Border Police (ITBP), Central Industrial Security Force (CISF), and Sashastra Seema Bal (SSB). They may also be considered for senior positions in central investigation and intelligence agencies, including the Central Bureau of Investigation (CBI), National Investigation Agency (NIA), Intelligence Bureau (IB), and Research and Analysis Wing (RAW).
Furthermore, these officers can be appointed to senior roles in organisations like the Bureau of Police Research and Development (BPR&D), National Crime Records Bureau (NCRB), Bureau of Civil Aviation Security (BCAS), National Security Guard (NSG), and Railway Protection Force (RPF), as well as other DG-equivalent posts under the Ministry of Home Affairs (MHA) and allied security organisations.
Broader Empanelment
Prasad and Dev are among 29 IPS officers of the 1995 batch from various state cadres and AGMUT (Arunachal Pradesh, Goa, Mizoram, and Union Territories) who have been empanelled by the ACC for DG or equivalent posts at the Centre. Additionally, the ACC has approved the empanelment of one IPS officer of the same batch for a DG-equivalent post at the Centre, along with three IPS officers from the 1990, 1991, and 1994 batches for similar posts.
