When their attempts to break the pipeline failed, they allegedly placed large pipes on the Hansi–Barwala road, effectively blocking traffic.

In her complaint, SDO Sheela Devi stated that she had been appointed as Duty Magistrate during the ongoing agitation over water supply issues in Chainat village. She claimed that despite repeated appeals from administrative officials not to block the road, the protesters continued to raise slogans and proceeded with the blockade. The authorities further alleged that the demonstrators attempted to uproot a water pipeline laid by the Public Health Department near Kharkari Mor.
