Andhra Pradesh Announces Draft Population Management Policy with Financial Incentives

In a significant move ahead of the upcoming 16th national Census, the Andhra Pradesh government has unveiled a draft population management policy that could be India's first such initiative. Chief Minister N Chandrababu Naidu presented the policy in the state Assembly on Thursday, aiming to finalize it by March-end for implementation from April 1.

Key Incentives to Encourage Larger Families

The policy includes a plan to provide Rs 25,000 to couples upon the birth of their third child. Additional benefits encompass free education for the third child until age 18, subsidized IVF services, special leave for parents, and the construction of working women hostels and childcare centers. For government employees with three children nearing retirement, the policy offers 15 days of wellness leave and a health fund of Rs 50,000.

Addressing Declining Fertility Rates

Naidu highlighted that Andhra Pradesh's total fertility rate has dropped from 3.0 in 1993 to 1.4, according to the National Family Health Survey-5. This decline poses economic risks, including a shrinking workforce and aging population issues similar to those in Japan and South Korea. The state records approximately 6.7 lakh births annually, with projections indicating that 23% of the population could be elderly by 2047 if trends continue.

Women-Centric Approach and Broader Initiatives

The policy places women at its core, adopting a five-tier lifecycle approach focused on motherhood, empowerment, welfare, skill development, and rejuvenation. Plans include establishing a center of excellence for maternity care, reducing unnecessary caesarean deliveries, and lowering teenage pregnancy rates from 8.8% to under 3%. To support working women, the government proposes setting up childcare centers, pink toilets, and special 'She Cabs' for safety, along with a Rs 172 crore working women's hostel in Visakhapatnam.

Context and Public Discussion

With the Census likely to lead to Lok Sabha seat delimitation, southern states like Andhra Pradesh are concerned about falling fertility rates affecting parliamentary representation. The draft policy will be open for public discussion for one month before finalization, as the state seeks to move beyond traditional family planning to a comprehensive strategy for population management.
