WBA&AS Officers Urge Mamata Banerjee to Strengthen Cadre for Fiscal Health
Bengal Audit Officers Seek Cadre Strengthening from CM

The West Bengal Audit & Accounts Service Officers' Association has made a direct appeal to Chief Minister Mamata Banerjee, calling for urgent measures to strengthen its cadre. The move aims to enhance the state's financial governance and ensure stricter fiscal discipline.

Key Demands for Cadre Revamp

In its appeal, the association has put forward a series of specific requests to the state government. The primary demands include enhancing the number of existing posts and establishing separate pay rules specifically for the WBA&AS cadre. They have also sought the extension of two additional increments under the Career Advancement Scheme to boost officer morale and career progression.

Furthermore, the body has requested the formal integration of all financial advisor positions into the WBA&AS cadre. They propose these posts should be ranked at the level of senior special secretary or special secretary. Other critical demands involve the early publication of long-pending seniority rules and the official gradation list, alongside a comprehensive review of the entire cadre structure.

Central Role in State's Financial Governance

The association highlighted the pivotal role its officers have played over the last ten years. WBA&AS officers have been the principal drivers of the state's financial governance, according to the appeal. Their responsibilities span a wide spectrum of critical fiscal functions.

This central role includes active participation in financial planning and the formulation of the state's fiscal policy. Officers are deeply involved in the meticulous preparation and subsequent execution of the annual state budget. A key part of their duty is maintaining continuous oversight over fiscal matters to ensure accountability.

Additionally, the cadre has been instrumental in modernising the state's treasury and accounting systems. This modernisation has been largely achieved through the implementation of the Integrated Financial Management System (IFMS), a technological overhaul aimed at improving efficiency and transparency in financial operations.

Implications for West Bengal's Fiscal Future

The appeal underscores a direct link between a robust, motivated audit service and the overall financial health of West Bengal. The association argues that strengthening the WBA&AS is not merely an administrative reform but a necessary step for sound fiscal management.

By addressing issues like pay parity, clear career paths, and formalising key financial advisory roles, the state can potentially attract and retain skilled professionals. This, in turn, is expected to lead to more disciplined budget management, better fiscal oversight, and a more efficient implementation of government schemes. The ball is now in the state government's court to consider these proposals for the sake of Bengal's financial future.
