Bengaluru Minister Appeals for Public Vigilance on Child Safety Amid Assembly Debate
In a significant development in the Karnataka Legislative Assembly, Women and Child Welfare Minister Laxmi Hebbalkar made a fervent appeal to citizens on Wednesday, urging them to take a proactive role in preventing crimes against children. This call to action came during a session where she emphasized the state government's unwavering commitment to ensuring the safety and security of young individuals across the region.
BJP Legislator Raises Alarm Over Escalating Child Crimes
The minister's remarks were prompted by concerns raised by BJP's Y Bharat Shetty, who highlighted what he described as a "sharp rise" in cases of kidnapping and sexual abuse involving children. Shetty urged the government to implement effective measures to curb this growing menace, pointing out systemic issues in law enforcement and implementation.
Following a written reply from the minister, Shetty expressed dissatisfaction, stating, "I sought details regarding cases of physical and sexual abuse against children. The minister has given a two-page reply explaining the laws and preventive steps being taken. However, there are serious issues in the implementation of these laws." He further noted that the problem persists regardless of the ruling party, with cases increasing annually.
Key Demands and Communal Concerns in Child Protection
Shetty demanded comprehensive data compilation on predators, including those arrested, convicted, and repeat offenders. He also raised concerns about the communal dimensions of these crimes, particularly in religious institutions with single-person supervision, where incidents of child abuse and exploitation are reportedly on the rise. "These issues sometimes take a communal turn as well," he remarked, criticizing the minister's reply as ineffective in addressing these deep-rooted problems.
Minister's Response and Government Initiatives
In her response, Minister Hebbalkar defended the government's efforts, stating, "We have provided a comprehensive reply to the legislator... Action must be initiated against criminals irrespective of their background." She underscored the shared responsibility, adding, "while elected representatives have responsibilities, every citizen of society also has a role to play."
Hebbalkar detailed ongoing awareness campaigns, including extensive programs in schools, hostels, and public places, as well as street plays and radio broadcasts over the past 45 days to disseminate information on child safety.
Operational Measures and Legislative Suggestions
When Speaker UT Khader inquired about additional steps, Hebbalkar highlighted key initiatives: the formation of the Akka Force on November 28 last year, now operational in all 31 districts, and the launch of the 24/7 child helpline '1098'. She also mentioned the Akka Force helpline at 181 and the police department helpline at 112.
Shetty proposed practical measures such as mandatory CCTV installations in schools and appointing a second supervisor in institutions run by a single person. Speaker Khader commended Shetty for his "constructive suggestions," fostering a collaborative approach to tackling this critical issue.
