Bihar Government Unveils Major Housing Initiative for Jail Staff

In a significant move to bolster prison infrastructure, Deputy Chief Minister Samrat Chaudhary announced on Tuesday that the Bihar government will construct 44 B-type residential buildings across 21 jails in the state. This ambitious project, with a total cost of Rs 88.90 crore, is designed to provide modern housing for senior prison officials and wardens, aligning with the Bihar Jail Manual, 2012.

Project Details and Financial Allocation

Each of the four-storey residential buildings is estimated to cost Rs 2.02 crore, with construction set to commence in the current financial year (2025-26) and continue into subsequent years. The initiative aims to address both present and future housing needs of the prison department, which currently has 5,034 sanctioned posts for wardens. According to the jail manual, senior officials from the rank of chief warden and above are entitled to rent-free accommodation within jail premises, with 10% of wardens receiving family units and the rest getting single-unit housing.

Strategic Distribution Across Jails

The 44 buildings will be strategically distributed across 21 jails to ensure widespread benefits. Key locations include:

Enhancing Law and Order Through Infrastructure

Speaking on the initiative, Deputy CM Samrat Chaudhary, who also oversees the home department, emphasized the government's commitment to strengthening law and order by developing modern infrastructure. He highlighted recent efforts, including the sanctioning of police station buildings and basic infrastructure in districts such as East Champaran, Araria, Saran, Begusarai, and Kishanganj at a cost of Rs 46.34 crore.

Chaudhary stated, "Once these residential buildings for jail staff are completed, prison personnel will enjoy better living facilities and a more conducive work environment. This will significantly improve the overall functioning of the prison system in Bihar, contributing to enhanced security and efficiency."

Broader Implications for Prison Management

This housing project is expected to not only provide essential amenities to jail staff but also boost morale and productivity within the prison department. By ensuring that officials have access to quality accommodation on-site, the government aims to reduce logistical challenges and foster a more stable workforce. The move is part of a larger strategy to modernize Bihar's correctional facilities, potentially setting a precedent for other states to follow in upgrading prison infrastructure.

As construction progresses, stakeholders will monitor its impact on prison operations and staff welfare, with hopes that it leads to a more robust and effective law enforcement framework in the region.
