In a significant administrative move, the Bihar government has implemented a minor bureaucratic reshuffle, transferring five senior Indian Administrative Service (IAS) officers while assigning additional responsibilities to two others. The restructuring was formalized through an official notification issued by the General Administration Department (GAD) on Sunday.
Key Appointments and Transfers
Mihir Kumar Singh, a 1993-batch officer who previously served as Additional Chief Secretary (ACS) for the Industries Department, has been appointed as the new Development Commissioner of Bihar. This crucial position became vacant following the retirement of S Siddharth from the post on Sunday.
Meanwhile, C K Anil, a senior 1991-batch officer, has been transferred to the Revenue and Land Reforms Department as Principal Secretary. He moves from his previous role as Advisor in the Bihar State Planning Board, a position he had held since August 30, 2013.
Seniority Considerations in New Postings
Notably, the appointment of Mihir Kumar Singh as Development Commissioner comes despite the presence of more senior officers in the state bureaucracy. Both C K Anil (1991-batch) and officers Dipak Kumar Singh and Harjot Kaur Bamrah (both 1992-batch) hold senior positions compared to Mihir Kumar Singh.
In other significant transfers, Dipak Kumar Singh (1992-batch) has been shifted from his position as Additional Chief Secretary of the Rural Works Department to become Director General-cum-Chief Inquiry Commissioner in the General Administration Department.
Additional Charges and New Responsibilities
The reshuffle also included several other important reassignments. Kundan Kumar (2004-batch) has been transferred from Bihar Bhavan in New Delhi to Secretary of the Industries Department, while retaining additional charge of his previous position.
Sanjay Kumar Singh (2007-batch) has been appointed as Secretary for the Commercial Tax Department, while Kaushal Kishore (2010-batch) takes over as Divisional Commissioner of Darbhanga division. Additionally, Raj Kumar (2010-batch) has been shifted to Secretary position in the Transport Department.
