In a decisive move to curb bureaucratic delays, Transport Secretary Raj Kumar issued a stern warning to officials during a high-level review meeting in Patna on Thursday. He declared that any officer or employee found unnecessarily delaying files or keeping works pending will face strict disciplinary action.
Zero Tolerance for Pending Work and Delays
The comprehensive review meeting covered the workings of the state transport department and the Bihar State Road Transport Corporation (BSRTC). Secretary Raj Kumar directed that all pending matters must be cleared immediately, following rules and adhering to fixed timelines. He emphasized a policy of zero tolerance towards any laxity in this regard.
Reiterating the department's core principles, Kumar stated that transparency, accountability, and time-bound service delivery remain the top priorities. He reminded everyone that the transport department interacts directly with the common citizen, making the provision of timely, simple, and transparent services its foremost responsibility. He made it clear that no negligence in this duty would be acceptable.
Secretary to Personally Inspect Ground Reality
In a significant announcement aimed at ensuring effective implementation, Kumar declared that he will personally undertake regular field visits. The purpose of these inspections is to assess the actual status of various schemes on the ground.
"These inspections will help identify practical challenges in implementation and ensure their swift resolution," the secretary said. This hands-on approach is expected to bridge the gap between policy planning and ground-level execution.
Review of Key Functions and Future Guidance
While reviewing the department's progress, Secretary Kumar expressed satisfaction with several ongoing activities. These included operations related to vehicle registration, the issuance of driving licences, revenue collection, and road safety measures.
He also provided further guidance to the officials present to enhance performance across all these segments. The meeting saw attendance from key figures including State Transport Commissioner Ashutosh Dwivedi, Additional Secretaries Praveen Kumar and Krityanand Ranjan, BSRTC Administrator Atul Kumar Verma, along with all senior officers and staff of the department.
