BJP-AGP Assam Seat-Sharing Negotiations Hit Roadblock Despite High-Level Intervention
The crucial seat-sharing arrangement between the Bharatiya Janata Party (BJP) and its long-time ally, the Asom Gana Parishad (AGP), for the upcoming Assam assembly elections remains deadlocked. This impasse persists despite the direct intervention of Union Home Minister Amit Shah during his visit to Guwahati on Sunday. Leaders from both political entities have now departed for Delhi to engage in a final round of high-stakes negotiations scheduled for Monday.
Core Disputes: Chabua-Lahowal and Dergaon Seats
The primary points of contention revolve around two specific constituencies in Upper Assam: Chabua-Lahowal and Dergaon. Both seats are presently held by AGP legislators. Despite this significant hurdle, senior AGP officials have publicly reaffirmed that the alliance with the BJP is irrevocably final. The party anticipates contesting approximately 27 seats as a constituent of the National Democratic Alliance (NDA), mirroring its participation in the previous assembly election cycle.
BJP's Timeline and CM Sarma's Firm Stance
Assam Chief Minister Himanta Biswa Sarma outlined the BJP's internal schedule, noting that the party's initial ticket distribution meeting is set for Tuesday. This will be followed by a convening of the BJP's parliamentary board on Wednesday. The final list of BJP candidates is projected to be announced by Wednesday evening.
Addressing AGP's demands, CM Sarma emphasized that seat allocation should be fundamentally based on a party's grassroots strength and electoral viability. He issued a cautionary note, warning that any miscalculation in this delicate negotiation could inadvertently benefit the opposition Congress party. Sarma clarified that the AGP leadership has been explicitly informed of the maximum number of seats the BJP is prepared to allocate.
"Amit Shah ji conveyed to AGP leaders that if they require any additional concessions, they must present a logical, reasoned case. Such a proposal would then be subject to a single discussion within the BJP's parliamentary board," Sarma stated, underscoring the BJP's structured approach.
AGP's Perspective and Internal Dynamics
Senior AGP leader and Lok Sabha MP, Phani Phusan Choudhury, expressed optimism that a final agreement could be reached by Tuesday. "Consensus has been achieved on the majority of seats. However, discrepancies persist concerning 3 to 4 specific constituencies," Choudhury revealed.
He confirmed that AGP representatives raised these unresolved issues directly with Amit Shah. According to Choudhury, the Home Minister provided assurances that the differences would be addressed through subsequent discussions with AGP President Atul Bora.
While the precise number of seats ultimately allotted to AGP remains uncertain, the party is actively lobbying for an additional 3 to 4 constituencies from the BJP's quota. This request prominently includes Chabua-Lahowal and Dergaon, where AGP boasts sitting MLAs Ponakan Baruah and Bhaben Bharali, respectively.
Additional Demands and Internal Party Dissent
AGP is also expected to vigorously pursue the Guwahati Central seat. Here, Ramendra Narayan Kalita, the incumbent MLA from the now-dissolved West Guwahati constituency, is keen to secure the party's nomination.
A growing sense of discontent is simmering within certain factions of the AGP. This dissatisfaction stems from the potential scenario where the party might not secure any of the four key assembly seats within Guwahati city: New Guwahati, Guwahati Central, Dispur, and Jalukbari.
Internal party sources indicate that AGP did not formally stake a claim for Jalukbari, where CM Himanta Biswa Sarma is anticipated to be the candidate, or for Dispur. However, Kalita's strong interest in Guwahati Central is matched by former AASU leader Simanta Thakuria's active pursuit of a party ticket for the New Guwahati seat.
Leadership Statements and New Political Entrants
On Monday, AGP President Atul Bora categorically dismissed any possibility of a "friendly contest" with the BJP. "A friendly contest would only serve to encourage and bolster opposition parties. Our objective is to entirely avoid such a scenario," Bora asserted during a media interaction at a joining ceremony held at the party headquarters.
This event witnessed significant political defections. BJP leader and former AASU figure Prakash Das formally joined the AGP, accompanied by suspended AIUDF MLA Zakir Hussain Laskar. In a strategic move, Das is slated to contest the upcoming election from the SC-reserved Hajo-Sualkuchi constituency under the AGP banner.
The unresolved seat-sharing pact casts a shadow over the NDA's preparedness for the Assam polls, with both allies navigating a complex web of regional aspirations, incumbent advantages, and strategic electoral calculations. The outcome of the Delhi talks will be pivotal in determining the cohesion and combined strength of the ruling alliance as it faces the electoral fray.
