In a significant move to strengthen its grassroots machinery, the Bharatiya Janata Party (BJP) in Uttar Pradesh is rolling out an exhaustive booth-level campaign. This initiative aims to meticulously identify and classify voters based on their political leanings, with a clear eye on the upcoming panchayat elections and the crucial 2027 state assembly polls.
The A-B-C Voter Classification Blueprint
The core of this campaign is a strategic voter classification system. Party workers will categorise voters into three distinct groups: A, B, and C. According to sources, 'A' category voters are the traditional and steadfast supporters of the BJP. The 'B' category comprises the crucial 'floating voters' who tend to switch their support between different political parties. The 'C' category consists of those who are vehemently opposed to the BJP and its ideology.
The objective derived from this classification is straightforward yet ambitious: retain the 'A' category voters, convert the 'B' category into 'A', and work to soften the stance of the 'C' category. This exercise is seen as an attempt to institutionalise booth-level intelligence, a domain where the BJP is considered to have an edge.
Driving Factors and Organisational Push
Sources indicate that this drive stems from an internal party survey analysing constituencies lost by slender margins in the 2024 Lok Sabha elections. The assessment pointed towards purported carelessness of some party functionaries and the effective 'PDA' (Picchda, Dalit, Alpsankhyak) narrative pushed by the opposition Samajwadi Party and Congress.
Consequently, the BJP is shifting from a largely alliance-centric approach to a more organisation-driven strategy. A senior BJP leader affirmed that while alliances with parties like RLD, Apna Dal (S), Nishad Party, and SBSP were in place, the party faced losses. This time, the mood is to not depend "completely" on allies and to muscle up the party's own structure at the grassroots.
"We are working in all constituencies, irrespective of the presence of our allies. Our workers need to work at the booth level even in constituencies that are currently with the allies," a senior leader said.
State-Wide Rollout and Leadership Involvement
The campaign is proposed to be launched across all six organisational regions of Uttar Pradesh: West, Braj, Awadh, Kashi, Gorakhpur, and Kanpur-Bundelkhand. It will be a booth-level exercise involving not just grassroots functionaries but also state leaders, MLAs, and MLCs.
A broader outline of the campaign has already been discussed in detail with all regional and district presidents. UP BJP West UP President Satyendra Sisodia stated, "As a party, we reach out to all categories of voters, irrespective of their political and ideological leanings."
Experts view this internal assessment and the subsequent steps as a move to discipline the party organisation while simultaneously persuading voters. The BJP aims to augment a result-oriented culture among its cadres as it prepares for future electoral battles against a belligerent opposition.
