While police later admitted the challan was incorrectly issued, the vehicle owner found himself trapped in bureaucratic limbo for nearly seven days as authorities delayed sending necessary reports to the court.
Shukla highlighted what appears to be a systemic issue, noting that several other residents reported arbitrary challans being issued to meet internal targets, regardless of whether vehicle owners possessed valid documentation.
