The Bhubaneswar Municipal Corporation (BMC) has embarked on the most crucial phase of constructing and restoring a major stormwater drainage system between Rasulgarh and Kalpana Square. This area has historically suffered from severe waterlogging problems during monsoon seasons, creating significant challenges for residents and commuters alike.
Chronic Waterlogging Problem at Bomikhal Stretch
A particularly problematic 200-meter section extending from the middle of the Bomikhal road overbridge to a nearby shopping mall has been a persistent trouble spot for years. Following even moderate rainfall, commuters frequently find themselves forced to wade through knee-deep water, disrupting daily life and creating hazardous conditions.
Civic officials have identified the root cause as a dead drain that either collapsed or became severely choked due to extensive encroachment issues. This infrastructure failure has caused rainwater to consistently overflow onto the carriageway, creating both inconvenience and safety risks for all road users.
Construction Challenges and Progress
BMC construction teams currently face substantial obstacles in executing this vital work. Overflowing water and accumulated debris continue to hinder construction progress, creating a complex working environment. Despite these difficulties, officials confirm the drain revival project is being fast-tracked well ahead of the approaching monsoon season.
"This represents the most difficult portion of the entire project," explained a contractor working at the site. "The drain in this location remained completely defunct for multiple years, causing severe waterlogging every single monsoon season. Our teams are simultaneously clearing accumulated silt, debris, and stagnant water while reconstructing the entire drainage structure."
Official Statements and Project Timeline
City Mayor Sulochana Das provided an update on the project's progress, stating that stormwater drains along the Cuttack-Puri Road between Rasulgarh and Kalpana Square are nearly revived on both sides of the stretch. "This was a long-pending infrastructure project that is now finally nearing completion," she emphasized.
BMC officials project that the revived drain along the entire Rasulgarh-Kalpana Square stretch will likely be completed by May. This timely completion is expected to significantly reduce water accumulation on the roadway, thereby improving both traffic flow and public safety during the upcoming monsoon rains.

Local residents who have endured repeated flooding episodes and chronic traffic snarls in the area have expressed cautious optimism about the ongoing work. Prakash Jena, a resident of Bomikhal, described the annual ordeal: "Every single year during the monsoon rains, this particular stretch becomes extremely difficult and dangerous to navigate through."
Jena further elaborated on the broader impact, noting that office-goers, schoolchildren, and even emergency vehicles like ambulances frequently get stuck in the waterlogged conditions. "If this drainage system finally begins functioning properly, it will provide tremendous relief for the majority of people in this area. This represents one of the oldest and busiest stretches in our entire city," he added.
Commuters have also welcomed the proactive timing of the construction work. Rita Mohanty, a regular commuter through the area, commented: "Waterlogging creates more than just inconvenience—it poses genuine safety risks. It's encouraging to see this essential work being undertaken before the monsoon arrives, rather than waiting until after the damage has already occurred."
The successful completion of this stormwater drain project promises to transform one of Bhubaneswar's most problematic areas, providing long-term solutions to water management challenges that have plagued the community for years.
