BRS to Oppose Hyderabad Industrial Land Transformation Policy

The Bharat Rashtra Samithi (BRS) has announced its strong opposition to the Hyderabad Industrial Land Transformation Policy (HILTP) and has constituted eight fact-finding committees to conduct ground-level inspections. The party alleges a massive conspiracy involving the conversion of industrial lands into real estate, potentially causing a loss of public wealth worth ₹5 lakh crore.

Massive Mobilisation: Eight Teams for Ground Inspection

Under the guidance of working president KT Rama Rao (KTR), the party held a teleconference with senior leaders, former ministers, MLAs, and MLCs to strategise the field visits. The committees are scheduled to visit various industrial clusters across Hyderabad on December 3 and 4. The objective is to gather first-hand information and interact with the public.

The teams have been meticulously organised cluster-wise:

  • Cluster 1: Led by former minister T Harish Rao, the team including Gangula Kamalakar, Deshapati Srinivas, and Medak MLAs will inspect Patancheru, Ramachandrapuram, and Pashamylaram.
  • Cluster 2: Former minister G Jagadish Reddy, along with Bandari Laxmareddy, Surabhi Vani Devi, and Uppal leaders, will visit Nacharam, Mallapur, Uppal, and Cherlapally.
  • Cluster 3: Madhusudhanachari, Marri Rajasekhar Reddy, and Ravinder Rao will survey Moula Ali and Kushaiguda industrial areas.
  • Cluster 4: KTR himself will lead the team comprising Satyavathi Rathod, Palla Rajeshwar Reddy, Madhavaram Krishna Rao, and KP Vivekanand to Jeedimetla and Kukatpally.
  • Cluster 5: Talasani Srinivas Yadav, Kale Yadaiah, Mutha Gopal, and Naveen Rao will inspect Sanath Nagar and Balanagar.
  • Cluster 6: Chamakura Malla Reddy and Shambhipur Raju will visit the Medchal Industrial Park.
  • Cluster 7: Headed by ex-minister Sabitha Indra Reddy, with MLA Devireddy Sudheer Reddy, Swamy Goud, Manchireddy Kishan Reddy, and Karthik Reddy, this team will cover Katedan and Hayathnagar.
  • Cluster 8: Former minister Mahmood Ali, Dasoju Sravan, and MD Saleem will examine conditions at the Chandulal Baradari industrial area.

Allegations of a Massive Land Scam

KTR has levelled serious allegations against the current government's policy. He claims that lands originally allocated by the previous government at very low prices specifically for industrial development and job creation are now being converted for real estate purposes under the label of a 'Multi-Use Zone'.

The core of the allegation is financial. KTR stated that approximately 9,300 acres of industrial land are being regularised at just 30% of the government rate, which is already far below the prevailing market value. This huge discount, according to the BRS, constitutes a deliberate conspiracy to misappropriate public wealth, which he estimates at a staggering ₹5 lakh crore.

Objectives of the Field Visits

The party's fact-finding missions have clear goals. The teams will engage with local leaders and citizens to highlight the vast difference between the actual market value of the land and the price set by the government, a process referred to as 'Price Discovery'.

Furthermore, the leaders will collect information on potential public utility programs that could be launched in these industrial zones. They also plan to listen to the demands of local residents. A key part of their outreach will be to educate people on how lands were originally donated or acquired for industrial growth and how the government subsequently allocated them cheaply to industrialists, which is now being exploited, as per the BRS's claims.

The findings from these extensive two-day visits are expected to form the basis of the party's formal opposition and potentially lead to a major political confrontation over Hyderabad's industrial land and urban development policy.
