In a scathing critique of the Congress government's financial stewardship, former finance minister T Harish Rao declared on Monday that the Comptroller and Auditor General (CAG) report has laid bare severe fiscal mismanagement, unrealistic budgeting, and administrative failures in Telangana. The Bharat Rashtra Samithi (BRS) leader asserted that the findings validate long-standing concerns raised by his party regarding the ruling administration's poor planning and execution.

Budget Promises Versus Reality: A Stark Contrast

Harish Rao highlighted that the Congress government had touted its 2024–25 budget as realistic and meticulously planned. However, the CAG report paints a dramatically different picture, revealing a substantial disconnect between projections and actual expenditures. According to the report, the budget estimates stood at a staggering 2,21,242 crore, but the actual spending was only 1,67,804 crore—a mere 76% of the planned outlay. Similarly, revenue expenditure was estimated at 2,20,945 crore, yet the actuals amounted to just 1,77,224 crore, representing only 80% of the target.

This glaring gap of up to 24% between promises and implementation underscores that the government's budget was not only unrealistic but also poorly executed, Harish Rao emphasized. He argued that such discrepancies point to a lack of foresight and effective governance, undermining public trust and developmental goals.

Revenue Surplus to Deficit: A Drastic Fiscal Decline

The most alarming revelation from the CAG report, according to Harish Rao, is the sharp deterioration in Telangana's revenue position. Under the previous BRS administration, the state boasted a revenue surplus of 779 crore in the 2023–24 fiscal year. However, within just a year of Congress rule, this has plummeted to a revenue deficit of 9,420 crore for 2024–25.

This represents a complete collapse of financial management, Harish Rao stated. The BRS handed over a state with a healthy revenue surplus, but the Congress has rapidly turned it into a revenue deficit state, jeopardizing economic stability and future growth prospects.

Broader Implications for Governance and Development

Harish Rao further elaborated that the CAG report substantiates BRS's warnings about the Congress government's weak fiscal planning and failure to deliver on welfare and development promises. He pointed out that in merely two years and three months under Chief Minister Revanth Reddy's leadership, financial discipline has been derailed, the state's economy weakened, and Telangana pushed into a precarious fiscal situation.

The former finance minister's remarks underscore a broader narrative of administrative inefficiency, with potential consequences for:
