Thousands of primary school teachers gathered at Chaura Maidan, shouting slogans like 'Complex system go back.' The protest culminated a 15-day 'Nyay Yatra' that began in Kangra district on July 11 and covered several areas before ending in Shimla. Under the cluster system, principals of government senior secondary schools act as nodal officers and administrative heads for nearby high, middle, and primary schools. Previously, the primary education wing had its own independent administrative hierarchy.
Government's Rationale Behind Cluster System
The state government introduced the cluster system to promote resource sharing among schools within a complex, allowing students from smaller satellite schools to access advanced facilities at hub schools, including modern ICT laboratories, well-equipped science labs, libraries, and multi-purpose sports complexes. However, teachers argued that the system undermined their autonomy and created administrative complications.
Assurances from Chief Minister
Addressing the protesters, CM Sukhu acknowledged their concerns and said the cluster system would be reviewed in a meeting. He assured that necessary amendments would be considered, and if required, the system would be withdrawn. Additionally, the Chief Minister promised to revoke all FIRs and departmental proceedings launched against teachers for their involvement in protests against the policy.
