Coimbatore Police Take Preemptive Action for Peaceful Elections
In a significant move to ensure law and order, the Coimbatore city police have bound over nearly 594 history-sheeters in anticipation of the upcoming assembly election scheduled for April 23. This measure forms part of intensive precautionary steps aimed at maintaining a peaceful electoral environment across the city.
Election Cell Drives the Initiative
The action was initiated by a dedicated election cell established ahead of the polls. Following directives from Coimbatore City Police Commissioner N Kannan, officers attached to this cell meticulously collected and reviewed details of history-sheeters and habitual offenders within the city limits. Through this process, they identified 594 individuals with documented criminal backgrounds.
With less than a month remaining until the election, police authorities compelled all 594 rowdies and troublemakers to provide a formal undertaking. This binding agreement requires them to refrain from any criminal activities throughout the election season, thereby mitigating potential disruptions.
Legal Framework and Consequences
A senior police official from the election cell emphasized the gravity of this measure. "To maintain law and order and ensure a peaceful election, we have taken this proactive step," the official stated. "Violators will face immediate arrest and remand in judicial custody without the possibility of bail."
Additionally, police are closely monitoring individuals who have previously been served notices under Section 51A of the Madras City Police Act. This legislation empowers the police commissioner to order the removal of rowdy elements from the city, further strengthening enforcement capabilities.
Understanding the "Binding Over" Process
This procedure, commonly referred to as "binding over" or "bound out," involves imposing legal restrictions on the movement and activities of known troublemakers to prevent interference with electoral processes. Offenders are required to sign bonds pledging good behavior. Any breach of these bonds—such as engaging in criminal acts or disturbing public peace—triggers immediate detention and legal repercussions.
