"Ever since I entered political life in 1996, I have organized numerous protests for public welfare causes," Bhat stated. "I have been an industrialist engaged in business since 1990, and politics was never my profession."

The former legislator emphasized his intention to promote tourism by developing a comprehensive beach resort on 1.6 acres of land. According to Bhat, he obtained all necessary permissions and submitted his application for single layout approval on March 20, 2024. "However, even after two years, I have not received approval from the UUDA, and my application was ultimately rejected," he claimed, attributing this outcome to Suvarna's interference.

Project Details and Government Orders

Bhat highlighted that the government had issued an order on February 20 allowing single layout approval for such projects. "Despite serving as an MLA for three consecutive terms, my application has been kept pending indefinitely," he noted, adding that the project had already received Coastal Regulation Zone (CRZ) clearance and other essential approvals.

The former MLA's decision to stage a dharna represents an escalation in his efforts to secure approval for what he describes as a legitimate tourism development initiative that would benefit the local economy.

Incumbent MLA's Response and Local Opposition

In response to the allegations, MLA Yashpal Suvarna denied any personal interest or ill intent in the matter. "Members of the local Karavali Yuvaka Mandala and local fishermen have raised objections to granting single layout approval in Badanidiyoor," Suvarna explained. "They have alleged the creation of fraudulent records and have filed formal complaints."

Suvarna revealed that the former UUDA commissioner had been suspended earlier in connection with the same case, indicating ongoing investigations into the matter. He further disclosed that the Yuvaka Mandala had filed a complaint with the Lokayukta, that the file was currently under investigation, and that a public interest litigation had been initiated in the high court regarding the project.

"As a responsible legislator, I have written a letter on behalf of the public, urging appropriate action in accordance with regulations concerning this file," Suvarna stated. "This action was taken based on requests from the Karavali Yuvaka Mandala and local fishermen who have legitimate concerns about the project."
