Vendors Return to Cleared Areas in Gaya, Causing Major Road Blockages

In Gaya, Bihar, vendors have reoccupied spaces that were recently cleared during an anti-encroachment drive, creating significant obstructions on the crucial KP Road. This development comes barely two months after the district administration launched efforts to remove both temporary and permanent encroachments, aiming to improve accessibility in the city's primary business district.

KP Road Virtually Inaccessible During Peak Hours

The re-encroachment has rendered the more than 60-foot-wide KP Road nearly impassable for vehicles during evening business hours, with only pedestrians able to navigate the area comfortably. Compounding the traffic issues, autorickshaws and e-rickshaws are being parked haphazardly between the GB Road-KP Road intersection and Rajindra Tower, further inconvenencing road users and disrupting the flow of commerce.

Municipal Commissioner Plans Renewed Drive with Police Support

Municipal Commissioner Abhishek Palasia has acknowledged the return of encroachers to KP Road and surrounding areas. In response, he has requisitioned police force to relaunch the anti-encroachment drive in the affected zones. Palasia emphasized that a more effective and sustained operation will be undertaken once adequate police personnel become available to ensure compliance and prevent immediate re-encroachment.

Business Leaders Criticize "Hit and Run" Approach

Kaushalendra Pratap, patron of the Central Bihar Chamber of Commerce, expressed deep concern over the re-emergence of encroachments, criticizing the administration's "hit and run approach" as ineffective. He stressed that proper rehabilitation of displaced vendors is essential, noting that without designated vending zones, the problem cannot be resolved permanently. Pratap also lamented the city's lack of a master plan and the haphazard construction of concrete structures, which exacerbate urban congestion.

Proposed Solutions and Rehabilitation Sites

Pratap identified several potential locations for establishing permanent vending zones to address the issue systematically:

  • Kathokar Talab: A viable area for relocating vendors.
  • Periphery of JP N Hospital: Offers space for organized vending.
  • Open Land between GB Road and Durga Bari: A large stretch that could accommodate multiple vendors.

He reiterated that adequate space exists for rehabilitating roadside vendors, but the absence of strategic planning and vision has hindered permanent solutions. Additionally, Pratap called for relocating the land registration office to reduce congestion in the business area and its approach roads, highlighting broader urban management challenges.

Background and Political Context

The original anti-encroachment drive was launched shortly after Nitish Kumar was sworn in as Bihar Chief Minister in November 2025, reflecting initial efforts to improve urban governance. However, the rapid return of vendors underscores the complexities of implementing sustainable urban policies without comprehensive rehabilitation plans. The situation in Gaya serves as a case study in the need for integrated approaches that balance enforcement with social and economic considerations for street vendors.
