Goa Government Advances Panaji Natural Gas Pipeline Project Amid Local Resistance

The state government of Goa has firmly decided to proceed with the installation of a natural gas pipeline network in Panaji, despite strong objections raised by Panaji MLA and revenue minister Atanasio 'Babush' Monserrate. This development comes as part of a broader initiative to enhance clean energy infrastructure across the region.

Central Government Priority Drives Pipeline Implementation

Chief Secretary V Candavelou has clarified that laying natural gas pipelines is a high-priority agenda of the central government, and ongoing discussions are actively addressing the logistical and operational aspects. He emphasized that the pipeline will be strategically placed in selected areas to minimize damage to existing urban infrastructure.

"The pipeline will be laid in selected areas by minimizing damage to the infrastructure," Candavelou stated, underscoring the careful planning involved in the project.

Local Opposition and Concerns Over Infrastructure Disruption

Earlier this week, Panaji Mayor Rohit Monserrate declared that the Corporation of the City of Panaji would not grant any permissions for gas pipeline laying within city limits. This stance aligns with the concerns expressed by MLA Atanasio Monserrate, who has highlighted the potential negative impacts of fresh excavation work.

The minister pointed out that mere months after extensive road digging for the Smart City Mission, new proposals to excavate recently laid roads and footpaths for gas pipelines could lead to significant issues. These include disturbing drainage gradients, weakening structural stability, and generating excessive dust pollution, all of which could severely affect public health.

In a formal letter to the chief secretary, Monserrate called for accountability, noting his role as chairman of the Smart City Mission and suggesting that pipeline work could have been integrated earlier to avoid repeated disruptions.

Addressing Cooking Gas Shortages and Expanding Clean Energy Access

The government has actively encouraged residents to transition from LPG to piped natural gas (PNG) in response to cooking gas shortages triggered by the ongoing West Asia conflict. However, the adoption of PNG in Goa has been limited, with services currently restricted to urban pockets of Panaji and Ponda, leaving areas like Porvorim, Calangute, and Mapusa without coverage.

Goa Natural Gas Pvt Ltd, established in 2017 as a joint venture between GAIL and BPCL, is tasked with supplying clean energy. Authorized by the Petroleum and Natural Gas Regulatory Board under the Ministry of Petroleum and Natural Gas (MoPNG), the company is responsible for laying, building, and operating the city gas distribution network in North Goa and Ponda taluka.

Mayor's Stance on Citizen Priorities and Project Timeline

Mayor Rohit Monserrate echoed the concerns about infrastructure damage, stating, "We are not in favour of the GNGPL breaking our newly tarred or concrete roads. It took us a lot of time and effort to get those things put into place." He emphasized that the city's priority is the comfort and well-being of its citizens, and any project causing discomfort would not be permitted.

The mayor indicated a willingness to engage in discussions with the gas company, suggesting a potential extension of the project timeline to avoid disruptions, particularly before the monsoon season. "We will sit with them and see. We are not going to allow anything before monsoon. The priority of our citizens is paramount. If our people are going to feel any discomfort, then we are not going to allow it. They can extend their timeline by a little bit," he affirmed.

This situation highlights the ongoing tension between state-level energy initiatives and local governance concerns, as Goa strives to balance infrastructure development with community welfare and environmental considerations.
