In a decisive move for public safety, the North Goa district administration on Thursday sealed several amusement rides, including a giant wheel, operating at the popular Dev Bodgeshwar jatra in Mapusa. The action was taken because the ride operator was allegedly running the attractions without obtaining mandatory safety clearances.
Crackdown Following SDMA Inspection
The crackdown was initiated after an inspection led by the North Goa additional collector. This inspection was conducted based on specific directions from the State Disaster Management Authority (SDMA). The SDMA had issued strict orders ensuring all safety compliance measures are adhered to for the ongoing jatra, which continues until January 9.
Authorities stated that the Bardez mamlatdar had previously given the operator an opportunity to secure the necessary No Objection Certificates (NOCs). The most critical clearance required was from the directorate of fire and emergency services. Officials emphasized that fire, electrical, and structural safety inspections are compulsory for such temporary installations.
Operator Failed to Secure Mandatory NOCs
Despite being granted time, the operator failed to produce the required safety certificates. Consequently, acting on the SDMA's directive, the authorities ordered the shutdown, sealing, and removal of all amusement rides functioning without the mandatory NOCs. Officials were also instructed to ensure overall crowd safety, holding the festival organizers directly liable for any violations.
While sealing the rides, the Bardez Mamlatdar issued a formal order stating that the attractions would not be permitted to resume operations until all due permissions are obtained and verified.

This stringent action occurs against the backdrop of increased governmental scrutiny on safety norms following recent tragedies. The government has adopted a hard stance against safety violations and unauthorized adventure activities, particularly in the aftermath of the fatal fire at the Birch by Romeo Lane nightclub, where lapses in safety measures were identified.
