Enough is Enough Movement Ramps Up Pressure on Goa Government

In a significant development, the Enough is Enough movement in Goa is preparing to advance its petitions concerning the TCP's 17A regulations this week. This announcement was made by Justice Ferdino Rebello during the inauguration of the organization's permanent office in Panaji. The movement is poised to intensify its campaign on multiple fronts, targeting both environmental and governance issues in the state.

Fresh Legal Challenge Against Offshore Casinos

Justice Rebello revealed that a new letter will be dispatched to Chief Minister Pramod Sawant, challenging the presence of offshore casinos in the Mandovi river. Citing provisions under the Gambling Act, the movement argues that these casinos violate existing legal rules by operating in the river. "We sent one letter earlier, but I will be writing again, explaining why these casinos cannot operate there," Rebello stated, noting that the letter is expected to be sent within this week.

He emphasized that the responsibility now rests with the government to act on these demands. "If the government does not respond, people will have to consider whether another government should do it," he warned, highlighting the growing public frustration.

Grassroots Expansion and Political Reform

The movement is not limiting itself to legal challenges; it is also focusing on grassroots mobilization. Rebello outlined plans for a steady expansion in the coming months, with committees being established across all talukas. These committees will be built from village-level groups, ensuring a bottom-up approach. "Our first task is to consolidate our base. We are still in the process of covering all talukas. Once our full structure is in place, decisions will be taken collectively," he explained.

In a bid to influence political dynamics, the movement aims to encourage political parties to select candidates who have a proven track record of working for public causes, rather than those driven by business interests. "There are good people who can come up. We must ensure the right ones are chosen," Rebello added, signaling a push for cleaner governance.

Land Conversion Resolution for Local Bodies

To drive change at the local level, the movement has drafted a resolution for gram sabhas and panchayats. This resolution urges these bodies to deny land conversion permissions, particularly in ecologically sensitive areas like hills and paddy fields, without proper surveys and record verification. The draft includes checks on topographical data and traditional records and has been circulated to several panchayats to encourage firm local action.

Although the government has not officially accepted the movement's demands, Rebello pointed to what he described as indirect results, suggesting that their efforts are beginning to yield some impact. The movement's multifaceted strategy underscores its commitment to addressing key issues affecting Goa's environment and governance.
