Gujarat Government Discloses Three Protocol Breach Complaints from Ministers and MLAs in 2025

The Gujarat government has officially reported receiving three complaints from ministers and MLAs regarding officials allegedly failing to adhere to established protocols. This information was presented to the state assembly in Gandhinagar on Friday, highlighting concerns over the conduct of public servants in their interactions with elected representatives.

Congress MLA Seeks Details on Protocol Notifications and Complaints

Congress MLA Amit Chavda raised the issue by requesting detailed information on government notifications that govern the conduct of officials with respect to MPs, MLAs, and other public representatives. He specifically inquired about complaints of protocol breaches by officials over the past year and the subsequent actions taken by the authorities to address these grievances.

Government's Written Reply Reveals Specific Complaints and Actions

In a written response, the government disclosed that in 2025, it received three formal complaints. These included a complaint from Congress MLA Tushar Chaudhary on May 6, another from BJP MLA Pradyuman Vaja on May 13, and a third from former minister Kunvarji Halpati on August 4. The government stated that in each case, the concerned officials were instructed to strictly adhere to the notifications issued regarding protocol, emphasizing the importance of proper conduct.

Details of the Protocol Breach Incidents

The complaints detailed specific instances where officials allegedly disregarded protocol. Tushar Chaudhary, the local MLA of Khedbrahma constituency, complained that his name was omitted from the e-invitation for the inauguration of a new farmer training centre building, and he was not given an opportunity to address the gathering, which he viewed as a breach of his rights as an elected representative.

Pradyuman Vaja reported that he did not receive prior notice for a programme to inaugurate various development works in Gir Somnath district, leading to concerns about transparency and inclusion in government events.

Kunvarji Halpati, a former minister, lodged a complaint stating that the Bharuch district collector failed to consult him regarding a foundation stone-laying programme in Bharuch district, despite him being the minister in charge of the district at the time. This raised issues about proper coordination and respect for ministerial roles.

Government's Emphasis on Adherence to Protocol

The government's reply underscored its commitment to ensuring that officials follow all protocol guidelines strictly. By addressing these complaints and instructing officials accordingly, the administration aims to maintain decorum and respect in dealings with public representatives, thereby fostering a more collaborative and efficient governance environment.
