More than three months after Chief Minister Nayab Singh Saini inaugurated the multi-level car parking (MLCP) facility at Sadar Bazar, the Municipal Corporation of Gurgaon (MCG) has finally initiated the process to appoint a private agency for its operation and management. This move comes after significant delays that have raised concerns about urban planning and execution in one of Gurgaon's busiest commercial areas.

Operational Responsibilities and Facility Details

The selected agency will be responsible for comprehensive management of the facility, including:

  • Parking management and fee collection
  • Facility management services
  • Operation and maintenance of all installed systems
  • Annual maintenance contracts (AMC)
  • Overall upkeep of the premises
  • Supply of consumables
  • Deployment of manpower
  • Payment of utility charges

The civic body invested Rs 54.6 crore in constructing this parking hub, which was originally scheduled for completion in December 2021. The structure features three basement levels, a ground floor, and six upper floors, providing capacity for 294 equivalent car spaces (ECS). Notably, the facility includes 29 mechanical stack parking systems installed in the third basement and dedicated electric vehicle infrastructure with 10 charging points each for cars and two-wheelers.

Delays and Eligibility Concerns

The delay in appointing an operator has sparked significant concerns about planning and execution, particularly for a project positioned as a solution to Sadar Bazar's chronic traffic and parking problems. According to an MCG official, "While the tenders were floated twice earlier, none of the applicants met the eligibility criteria required for selection."

This situation raises important questions about why a key urban infrastructure project, specifically designed to ease congestion in one of the city's busiest markets, remained without a full-fledged operational framework months after its official launch. The facility has been standing idle despite its potential to significantly improve traffic flow and parking availability in the area.

Broader Pattern of Unfinished Projects in Haryana

The stalled parking facility is not an isolated case but rather part of a wider pattern across Haryana. Across the state, of 737 projects announced by the chief minister in recent years, 148 remain unfinished. This includes 72 projects classified as pending and 76 listed as in progress, resulting in an overall non-completion rate of approximately 20.1%.

This pattern highlights systemic challenges in project implementation and completion across various infrastructure initiatives in the state. The multi-level car parking facility at Sadar Bazar serves as a prominent example of how delays in operationalizing completed infrastructure can undermine their intended benefits for urban residents and businesses.
