Haryana Chief Minister Approves Imported Bitumen to Tackle Supply Crisis
In response to a severe shortage of bitumen and escalating prices driven by the ongoing conflict in the Middle East, Haryana Chief Minister Nayab Singh Saini has authorized the use of imported bitumen for the next six months. This decisive move aims to prevent disruptions in road construction and maintenance projects across the state.
Review Meeting Addresses Road Infrastructure Challenges
Chairing a comprehensive review meeting at the Haryana Civil Secretariat on Saturday, CM Saini assessed the progress of road construction initiatives for the financial year 2025-26 and outlined targets for 2026-27. The meeting involved key departments, including Public Works Department (B&R), Haryana State Agricultural Marketing Board, Zila Parishad/Panchayati Raj, Haryana Urban Development Authority, Haryana State Industrial and Infrastructure Development Corporation, Urban Local Bodies, and agencies like PMDA, GMDA, and SMDA.
Officials presented alarming data: the price of bitumen surged from ₹46,402 per metric tonne on February 28 to ₹76,152 per metric tonne by April 1. Additionally, Indian Oil Corporation Limited indicated a nearly 50% reduction in bitumen supply due to the Middle East turmoil. With the central government permitting imported bitumen, CM Saini swiftly approved its utilization in Haryana to ensure continuity in road works.
Emphasis on Public Convenience and Accountability
CM Saini underscored the critical importance of well-maintained roads for public convenience, issuing strict directives for prompt pothole repairs and the use of patchwork machines across all districts. He noted that while PWD (B&R) already employs such equipment, other departments should coordinate to maximize efficiency.
The chief minister warned that any inconvenience to citizens due to damaged roads would not be tolerated, mandating monthly progress reports from all relevant departments. He also prioritized addressing complaints received via the ‘Mhari Sadak’ mobile app, ensuring construction agencies responsible for maintenance conduct repairs immediately.
Targets and Transparency in Road Projects
To meet upcoming goals, CM Saini stressed the timely completion of road construction targets for 2025-26, facilitating the achievement of 2026-27 objectives. He called for clarity in departmental responsibilities for urban sector roads and urged immediate repairs to eliminate ambiguities.
Strict Oversight in ESI Healthcare System
In a separate review of ESI Healthcare Haryana, CM Saini demanded transparency and accountability, vowing zero tolerance for negligence or corruption. Expressing concern over issues at ESI Hospital in Panipat, he ordered action to de-panel six private hospitals, with notices already issued by the department.
