Himachal Pradesh Budget Debate Erupts in Claims and Counterclaims
The Himachal Pradesh Vidhan Sabha witnessed a heated debate over the state budget, with the Opposition and ruling party exchanging sharp accusations and rebuttals. The session, held in Shimla, was marked by intense political rhetoric as both sides presented contrasting views on the state's financial health and development priorities.
Opposition Launches Scathing Attack on Budget
Leader of the Opposition and former Chief Minister Jai Ram Thakur initiated the debate with a strong critique of the budget. He asserted that the budget lacks substance and fails to address the pressing needs of Himachal Pradesh. Thakur highlighted that many schemes announced by the government over the past three years were made without adequate budgetary provisions, leading to their failure to materialize on the ground.
Thakur pointed out several key concerns:
- The budget has contracted compared to the previous year, a first for the state.
- Allocations for critical sectors have seen consistent cuts over time.
- Capital expenditure has declined sharply in the last three years, leaving little funds for development works.
- The revenue deficit has been steadily increasing, indicating poor fiscal management.
Employment Figures Spark Controversy
On the issue of employment, Thakur claimed that government jobs in Himachal Pradesh have declined significantly under the current administration. He provided specific figures to support his argument:
- During his tenure, despite the challenges of the Covid-19 pandemic, government employment reached an all-time high, increasing from 177,338 to 190,137 by 2022, adding 12,749 jobs.
- In contrast, the number of government employees dropped to 175,579 in 2025, marking a decline of approximately 15,000 jobs over three years.
Thakur also countered the state government's criticism of the Central government, noting that Central assistance continues to form a significant portion of the state's revenue. He stated that it accounted for 56%, 54%, and 53.6% over the past three years, respectively. He labeled the budget as a "bundle of false promises" aimed at misleading the public rather than delivering tangible development. Additionally, he alleged regional imbalance, claiming that progress appears concentrated in Nadaun and Dehra constituencies.
Government Defends Budget and Vision
Chief Minister Sukhvinder Singh Sukhu responded by disputing Thakur's figures, asserting that they were not accurate. He defended the financial health of the state, stating that it is not as dire as portrayed by the Opposition. "Our policies have put the state firmly on the path to become self-reliant by 2027 and the most prosperous by 2032," Sukhu declared during the debate.
Congress MLA Counters Opposition Claims
Meanwhile, Congress MLA Bhawani Singh Pathania from Fatehpur launched a strong attack on the Opposition. He argued that the previous BJP government received unprecedented support from the Centre but failed to utilize it effectively for the state's benefit. Pathania highlighted that the BJP government received Rs 47,000 crore as Revenue Deficit Grant and Rs 13,000 crore as GST compensation, assistance unmatched by any other government.
Pathania posed a critical question: "What did the BJP do with these additional funds?" He emphasized that the current government is dealing with legacy issues left behind by the BJP but has still managed to make significant improvements in critical sectors such as health and education.
The budget debate in Himachal Pradesh has set the stage for ongoing political battles, with both sides firmly entrenched in their positions. As the state moves forward, the focus remains on how these fiscal policies will impact development and public welfare in the coming years.
