Himachal Pradesh Budget Session Enters Crucial Second Phase
The legislative assembly of Himachal Pradesh is set to reconvene for the second phase of its budget session starting March 18. This pivotal session will see Chief Minister Sukhvinder Singh Sukhu, who also holds the finance portfolio, present the annual budget for the fiscal year 2026-27 on March 20. The budget presentation comes at a critical juncture for the hill state, which is grappling with significant financial pressures.
Navigating Financial Headwinds
Chief Minister Sukhu faces the formidable task of steering the state's financial roadmap amidst a challenging economic landscape. Key concerns include bleeding state coffers, escalating debt levels, and the discontinuation of the crucial revenue deficit grant (RDG) by the 16th Finance Commission. This grant, which Himachal Pradesh received under Articles 275 and 280 from the 5th to the 15th Finance Commissions, has been a vital source of revenue, and its cessation is expected to exacerbate financial strain.
Detailed Legislative Schedule Unveiled
Parliamentary Affairs Minister Harshwardhan Chauhan outlined the comprehensive schedule for the session on Tuesday. The proceedings will commence with discussions on the governor's address on March 18 and 19. Chief Minister Sukhu will reply to the motion of thanks on the governor's address in the evening of March 19.
Following the budget presentation on March 20, a three-day discussion is scheduled from March 23 to 25. As March 26 is a holiday, cut motions and voting on the budget will be taken up on March 27 and 28. The budget is slated to be passed on March 28, marking the conclusion of this legislative phase.
Formal Announcement and Previous Session Highlights
Minister Chauhan further indicated that the detailed schedule is expected to be formally released shortly by Legislative Assembly Speaker Kuldeep Singh Pathania and the assembly secretariat. This phase follows the first part of the budget session, which began on February 16 with Governor Shiv Pratap Shukla's address.
The initial phase, concluding on February 18, was notably productive, with sittings lasting 18 hours and 24 minutes and productivity recorded at an impressive 124%. During this period, the House passed a significant resolution opposing the 16th Finance Commission's recommendation to discontinue the revenue deficit grant. This resolution, which has been sent to the Centre, underscores the state's urgent plea for continued financial support to mitigate potential economic hardships.
Broader Context and Implications
The upcoming budget presentation is not merely a routine legislative event but a critical response to the state's fiscal challenges. With the loss of the RDG, the government must explore alternative revenue streams and implement prudent fiscal policies to ensure stability. The discussions and votes in the assembly will be closely watched by stakeholders across the state, as the outcomes will directly impact public services, infrastructure development, and economic growth in Himachal Pradesh.
As the session progresses, all eyes will be on Chief Minister Sukhu's budget speech, which is anticipated to address these pressing issues and outline a strategic plan for the forthcoming fiscal year.
