Himanta Sarma Unveils Major Development Push in Dibrugarh

In a significant push for infrastructure and women-led economic growth, Assam Chief Minister Himanta Biswa Sarma announced a series of high-impact development initiatives during his day-long visit to Dibrugarh district on Wednesday. The comprehensive package included the inauguration of a major sports facility, the launch of critical road and administrative building projects, and a massive financial empowerment drive for rural women.

Modern Sports Hub and Road Infrastructure Boost

The highlight of the day was the inauguration of the Abhaypur Rural Sports Complex in Moran, built with an investment of Rs 12.32 crore. Chief Minister Sarma described the facility as a modern sporting hub designed to identify and nurture athletic talent from the rural heartlands of Assam. The complex is equipped with multiple playing fields, a dedicated spectator gallery, and modern training facilities.

Focusing on connectivity, the CM also initiated the widening and improvement work on a 9.3-kilometer stretch of the Moran–Nitai Road, specifically from Moran Town Club to Gojpuria and Lukumari. This project, valued at Rs 36.92 crore, falls under the Asom Mala 3.0 program and aims to enhance road networks, facilitate smoother transportation, and boost local trade and commerce in upper Assam.

Strengthening Administration and Police Infrastructure

To streamline governance and public service delivery, Dr. Sarma laid the foundation stone for a new co-district commissioner’s office in Tingkhong. The construction of this administrative building, estimated to cost Rs 19.5 crore, is expected to bring government services closer to the people in the sub-division.

Furthering the commitment to public safety and modern policing, the Chief Minister initiated the construction of a new building for the Moran Police Station under the state's MOITRI scheme. This project has been allocated Rs 2.15 crore.

Financial Empowerment for Nearly 24,000 Women Entrepreneurs

In a landmark move for women's empowerment, the Chief Minister distributed seed money to a vast number of women associated with self-help groups (SHGs). Under the Mukhyamantri Mahila Udyamita Abhiyan (MMUA), a flagship state government scheme, 23,791 SHG members from the Tingkhong legislative assembly constituency each received Rs 10,000 as initial capital.

This financial assistance is strategically aimed at supporting small-scale, income-generating activities and fostering a spirit of entrepreneurship among rural women. The MMUA scheme is designed to transition women from traditional savings-based SHG models to becoming independent "lakhpati baideos" – women entrepreneurs with sustainable earnings of at least one lakh rupees.

Addressing a large public gathering, CM Himanta Biswa Sarma elaborated on the transformative vision behind these simultaneous investments. He emphasized that the day was about more than just physical infrastructure. "The roads and buildings will form the backbone of our region’s progress, but the true strength of Assam lies in its people," Sarma stated. He highlighted that by directly empowering nearly 24,000 'baideos' (sisters) with seed capital, the government is igniting a silent economic revolution at the grassroots household level.

The collective value of the development projects launched and inaugurated during this visit exceeds Rs 70 crore, marking a substantial investment in Dibrugarh district's future across multiple sectors.
