Jaipur Restaurant Bars Eye Imported Liquor Under New Excise Policy
In a significant shift for Jaipur's dining scene, restaurant bars across the city could soon be permitted to serve imported bottled-in-origin liquor, pending approval from the excise commissioner. This potential change stems from the newly implemented Rajasthan Excise and Temperance Policy 2025–29, which took effect on April 1. Previously, regulations strictly divided establishments: hotels with ten or more rooms were allowed to offer hard liquor in their bars, while restaurant bars were restricted to serving only beer, wine, and heritage liquor.
Discretionary Powers Open New Doors
A senior official from the excise department clarified that the updated policy introduces a provision enabling restaurant bars to apply for licences to serve imported bottled-in-origin liquor. However, this opportunity hinges entirely on the excise commissioner's discretionary authority. "Under the new policy, restaurant bars may serve imported bottled-in-origin liquor only if the excise commissioner grants the necessary permission. The provision effectively gives the commissioner discretionary authority to approve such licences," the official stated. This means each application will be reviewed on a case-by-case basis, with no automatic approvals guaranteed.
Potential Menu Additions and Economic Impact
If the commissioner greenlights these licences, Jaipur's restaurant bars could significantly expand their beverage offerings. Patrons might soon find globally renowned whiskies on menus, including premium Scotch labels such as Johnnie Walker, Glenlivet, and Chivas Regal. Department sources indicate that this move addresses a long-standing request from restaurant bar owners in Jaipur, who have sought parity with hotels to enhance their competitive edge. Beyond satisfying customer demand for greater variety, this policy adjustment could also provide a substantial boost to state revenues. Excise duties remain a major source of income for the government, and expanding liquor sales in restaurant bars is expected to contribute positively to this financial stream.
Broader Implications for Hospitality and Regulation
The shift reflects a broader trend towards modernising liquor regulations in Rajasthan, aligning with evolving consumer preferences and hospitality industry standards. Restaurant owners anticipate that offering imported liquor will attract more patrons, especially tourists and business clients, thereby stimulating local economic activity. However, the discretionary nature of the approvals means that implementation will be carefully monitored to ensure compliance with temperance goals. As Jaipur awaits the commissioner's decisions, stakeholders are optimistic about the potential for enhanced dining experiences and increased revenue generation under this progressive excise framework.
