Jaipur Development Authority Seeks Control of Northern Ring Road Project

In a significant move to accelerate one of Jaipur's most critical infrastructure initiatives, the Jaipur Development Authority (JDA) has formally requested the state government to transfer the construction responsibility for the long-delayed Northern Ring Road corridor from the National Highways Authority of India (NHAI) to JDA itself.

Official Request and Rationale

Officials confirmed that the Urban Development and Housing (UDH) department will seek approval from the Union Ministry of Road Transport and Highways for JDA to execute the project instead of NHAI. "JDA commissioner Siddharth Mahajan has written to the UDH department, outlining the authority's readiness and rationale for executing the project," an official stated.

The letter emphasizes that the project has experienced substantial delays and argues that JDA possesses the necessary expertise to carry it out efficiently. "The letter broadly states that the project has been much delayed. As JDA has expertise to carry out this project, the ministry may allow JDA to execute it," the official added.

Current Status and NHAI's Preparations

Despite the request for transfer, NHAI has already initiated several preparatory steps for the Northern Ring Road:

  • Land acquisition processes have been started
  • The corridor's starting point has been identified near Chhitroli, close to Bagru on Ajmer Road
  • Demarcation work has commenced in multiple locations including Kalwar, Jobner, Rampura Dabri, Jalsu, and Choumu
  • All required lands have been demarcated for acquisition
  • Environmental clearances have been obtained

An NHAI official explained, "NHAI has already identified the location near Chhitroli, close to Bagru on Ajmer Road, from where the ring road will begin. Additionally, demarcation work has also started in Kalwar, Jobner, Rampura Dabri, Jalsu, and Choumu. NHAI has demarcated all lands required to be acquired and has also obtained environmental clearances."

Historical Context and Recent Developments

The Northern Ring Road project has faced repeated delays over the years. NHAI officials noted that the corridor had been stalled for multiple reasons before the Union ministry decided in 2024 to include it under its Vision 2047 programme.

The renewed debate over execution authority comes despite recent public commitments from the central government. During the Rising Rajasthan Summit on December 10, 2024, Union Road Transport Minister Nitin Gadkari announced that the ministry would start the project shortly. Following this announcement, NHAI issued a notification on November 6, 2025, to begin formal land acquisition procedures.

The JDA's intervention represents a potential shift in project management approach, with the local development authority arguing it can bring greater efficiency and local expertise to the long-awaited infrastructure development that aims to improve connectivity and reduce traffic congestion in Jaipur's northern sectors.
