The Jharkhand government has unveiled its Artificial Intelligence (AI) Policy for 2026-31, proposing a substantial investment of ₹1,150 crore to accelerate the state's digital transformation. The policy aims to position Jharkhand as a hub for AI-driven innovation, focusing on key sectors including healthcare, agriculture, education, and governance.
Key Objectives and Investment Breakdown
According to the state's IT department, the policy outlines a five-year roadmap to integrate AI into public services and industrial growth. The investment will be allocated towards infrastructure development, skill training, research and development, and fostering startups. A significant portion is earmarked for establishing AI centers of excellence and data analytics labs across the state.
Chief Minister Hemant Soren stated, "This policy is a cornerstone for Jharkhand's future, ensuring our youth are equipped with cutting-edge skills and our industries leverage AI for global competitiveness." The policy also proposes incentives for companies setting up AI research facilities in the state.
Focus on Healthcare and Agriculture
In healthcare, the policy aims to deploy AI for disease surveillance, diagnostic support, and telemedicine services, particularly in rural areas. For agriculture, AI-driven solutions for crop monitoring, soil health analysis, and weather prediction are planned to boost productivity and farmer incomes. The policy also includes provisions for AI-based learning tools in schools and colleges to bridge the digital divide.
Skill Development and Job Creation
A major component of the policy is the establishment of AI training institutes and certification programs in partnership with leading tech companies. The government expects the initiative to create over 50,000 direct and indirect jobs in the next five years. Special focus is given to upskilling government employees to improve service delivery through AI applications.
IT Secretary Sunil Kumar remarked, "Our goal is to make Jharkhand a model state for AI adoption, with robust data privacy and ethical guidelines." The policy includes a framework for responsible AI use, ensuring transparency and accountability.
Industry and Startup Ecosystem
To boost the startup ecosystem, the policy offers tax breaks, seed funding, and incubation support for AI-focused ventures. It also proposes a single-window clearance system for AI projects to ease regulatory hurdles. The government plans to collaborate with academic institutions and industry bodies to drive innovation.
Implementation and Monitoring
A dedicated AI task force will oversee implementation, with quarterly reviews to track progress. The policy also mandates periodic impact assessments to ensure the benefits reach all sections of society. The state aims to leverage central government schemes like Digital India to supplement its efforts.
With this policy, Jharkhand joins a growing list of Indian states adopting AI strategies, reflecting a nationwide push towards digital governance and economic growth.
