The legislators have addressed their joint representation to Congress national president Mallikarjun Kharge and former party chief Rahul Gandhi, among other key figures.

Direct Appeal to Party Leadership

The letter, which also targets the state leadership including Chief Minister Siddaramaiah and Deputy Chief Minister DK Shivakumar, makes a clear demand for the inclusion of at least five first-time MLAs as ministers. "We request you to ensure that at least five first-time MLAs are accommodated as ministers during the reshuffle," the communication explicitly states.

The MLAs have highlighted that among the 135 Congress members elected in the May 2023 Karnataka assembly polls, 38 were first-time representatives. They interpret this as a "clear message" from the electorate, indicating a public desire to see "new young faces" in the legislative framework.

Historical Context and Justification

Pointing to the initial formation of the 34-member ministry under Siddaramaiah, where no debutant legislator was inducted into the Cabinet, the signatories argue that this oversight should now be corrected. "That being the case, it is justified that the first-timers are also accommodated. It is the need of the hour that young, dynamic, and proactive debutant MLAs are provided an opportunity to serve as ministers," the letter elaborates.

To bolster their case, the MLAs note that appointing newcomers to ministerial positions is not without precedent. They cite examples from various states where first-time MLAs have ascended to become chief ministers or ministers, suggesting that such a move would create a beneficial blend of youth and experience. This combination, they contend, would achieve the "right balance" in governance and potentially strengthen the party's prospects for the 2028 elections.

Internal Party Dynamics and Leadership Tensions

This appeal surfaces against a backdrop of ongoing leadership tensions within the Karnataka Congress. DK Shivakumar has consistently reiterated his claim to the chief minister's post, reportedly based on an understanding with the party high command following the 2023 electoral victory. At that time, Siddaramaiah was selected to lead the government for his second term, with Shivakumar appointed as his deputy and allegedly assured the chief minister's role for the latter half of the five-year tenure.

The Karnataka Congress government marked the completion of its first two-and-a-half years in November 2025, adding a temporal context to these internal discussions and reshuffle plans.
