Karnataka Deputy Speaker Breaks Down Over Forest Land Eviction Issue

In a dramatic turn of events at a Karnataka Development Programme (KDP) review meeting held at the zilla parishad hall in Haveri on Friday, Deputy Speaker and Haveri MLA Rudrappa Lamani broke down emotionally. The incident occurred as he raised serious allegations against the forest department, accusing them of planning to clear land belonging to multiple individuals, including himself, in compliance with a Supreme Court order.

MLA Lamani's Emotional Plea Against Evictions

Expressing deep frustration, Lamani questioned the department's actions, stating, "How can they clear land where we've lived since my grandfather's time? This behaviour is frustrating. They are evicting people who have lived there for many years." He further highlighted that officials are attempting to evict the entire village of Khanderayanahalli in Ranebennur taluk, adding, "How can I bear the harassment of common people by the forest department?" Lamani revealed that he had already informed the forest minister about this pressing issue.

Additionally, the MLA mentioned that FIRs were filed against two individuals concerning the STP unit compound near Guttal, indicating broader tensions in the region.

Deputy Commissioner Intervenes in Heated Exchange

Responding to Lamani's charges, Deputy Commissioner Vijay Mahantesh Danammanavar directly questioned the District Forest Officer (DFO), Akshay, urging, "Do not obstruct people's work. Are you filing cases against everyone without a reason?" In his reply, DFO Akshay attempted to reason with both the MLA and the DC but was unsuccessful in defusing the situation. Following this, Haveri district in-charge minister Shivananda Patil stepped in, instructing Akshay to "resolve the issue" promptly.

Minister Patil Exposes Financial Irregularities in RRP Scheme

During the same meeting, Minister Shivananda Patil cited a Times of India (TOI) report published on April 7, which exposed alleged misuse of Rs 2 crore under the RRP (Rashtriya Rurban Programme) scheme. The minister questioned how grants could be drawn without any actual plantation work being carried out under the scheme.

He elaborated, "Moreover, officials have also drawn more than Rs 7 crore for maintaining these plants. This has brought disrepute to the department and the district." Patil issued a stern warning, demanding that the DFO submit a detailed report by Saturday and recommend appropriate action against the officers involved in the scam. "Otherwise, I will report this to higher authority," he asserted.

Reacting to the minister's directive, DFO Akshay assured that he would submit a comprehensive report on the reported financial irregularity, aiming to address the concerns raised.

Implications and Ongoing Developments

This incident underscores significant governance challenges in Karnataka, involving land rights, environmental compliance, and financial accountability. The emotional outburst by Deputy Speaker Lamani highlights the human impact of bureaucratic decisions, while Minister Patil's focus on the scam points to systemic issues within departmental operations.

As authorities work to resolve these matters, stakeholders await further updates on both the eviction plans and the investigation into the RRP scheme funds. The situation remains fluid, with potential repercussions for local communities and administrative practices in the region.
