Nearly two years after Aam Aadmi Party (AAP) supremo Arvind Kejriwal unveiled a series of grand development promises for Amritsar, these ambitious plans have yet to see any tangible progress on the ground. In a high-profile address to city-based entrepreneurs on May 27, 2024, Kejriwal pledged to transform the holy city with world-class infrastructure projects aimed at boosting tourism and economic growth.

Unfulfilled Promises and Public Skepticism

Kejriwal's commitments included establishing a world-class hospital, an international-standard cricket stadium, an international university, and a state-of-the-art convention centre in Amritsar. However, none of these proposed initiatives has moved beyond the announcement stage, leading to growing frustration and doubt among local residents regarding the government's genuine intent to execute these developments.

Kamal Singh Sandhu, a retired principal of a government school, expressed a common sentiment, noting that politicians have long used promises of a world-class university to capture public attention without delivering results. This skepticism is rooted in a history of similar unfulfilled projects in the region.

Historical Context of Failed Development Initiatives

The pattern of stalled projects in Amritsar is not new. In the early 2000s, a proposal to set up a Central University in the city was eventually shelved, with the institution instead established in Bathinda due to prolonged delays in land acquisition by the state government. A similar fate befell plans for a Special Economic Zone earmarked for Amritsar, which were also abandoned citing logistical challenges.

The vision for a world-class convention centre has similarly faced repeated setbacks. Amit Kapur, an industrialist, highlighted that successive governments have announced plans for a world-class exhibition centre for over 15 years, with none coming to fruition. Notably, the state government allocated Rs 80 crore in the 2024 budget for constructing Unity Mall on 10 acres of land, with central financial support. The Punjab Public Works Department (PWD) floated a tender estimating the project cost at Rs 153.2 crore and a 24-month completion timeline, aiming to promote Punjab's handicrafts in a modern setting for tourists. However, this project was later shelved, adding to a legacy of unexecuted plans.

About 15 years ago, during the SAD-BJP alliance regime, a state-of-the-art convention centre building was proposed on Amritsar's Airport Road, but it too was eventually cancelled due to technical reasons. Kapur suggested that these repeated announcements and subsequent cancellations point more toward political manoeuvring than a sincere commitment to development.

Impact on Sports and Community Aspirations

The delay in infrastructure projects extends to sports facilities, affecting aspiring athletes. Inderjit Singh Bajwa, with over 35 years in sports administration, criticized politicians for making numerous promises that rarely materialize. He emphasized that this creates a significant gap for players who lack access to global-standard training facilities, hindering their ability to compete internationally and costing them crucial years in their careers.

Government Response and Future Outlook

When contacted, AAP spokesperson Kuldeep Singh Dhaliwal assured that the government remains committed to fulfilling all promises made by its leaders. He referenced a recent announcement by Cabinet Minister Sanjeev Arora in Chandigarh, stating that Punjab's largest convention centre would be established on the Amritsar-Attari road through a joint venture between two private companies. Dhaliwal added that the remaining promises would be implemented gradually, though specific timelines were not provided.

As Amritsar residents continue to wait, the gap between political promises and actual development grows wider, raising questions about accountability and the future of urban planning in the region. The need for transparent and timely execution of projects is more critical than ever to restore public trust and drive sustainable growth.
