The long-awaited first general body meeting of the Kolhapur Municipal Corporation (KMC) after a five-year hiatus descended into utter chaos and disorder on Wednesday. The session was marred by aggressive confrontations between ruling and opposition factions, with a major standoff erupting over the conspicuous absence of the municipal secretary from the proceedings.
Municipal Secretary's Absence Sparks Immediate Confrontation
The tension ignited the moment the meeting commenced, as opposition members grew visibly agitated upon noticing that municipal secretary Sunil Bidre was missing from the assembly hall. When Bidre finally arrived late, leader of the opposition Rajesh Latkar launched a vehement protest, insisting the secretary had forfeited his right to take his seat and demanding immediate suspension.
"All corporators have been waiting patiently since morning. Does the municipal secretary not comprehend the importance of time and protocol? This negligence is completely unacceptable and will not be tolerated," declared Latkar forcefully. Ruling Mahayuti corporator Jayant Patil acknowledged the validity of the opposition's grievance, offering assurances that such administrative lapses would not be repeated in future sessions.
Property Tax and Water Bill Proposals Face Fierce Opposition
The charged atmosphere intensified as both opposition and ruling corporators adopted an aggressively confrontational stance against proposed revisions to property tax and water bill rates. KMC administration officials appeared visibly flustered and struggled to provide satisfactory answers to the barrage of pointed questions.
In a surprising development, members of the ruling Mahayuti faction—including prominent figures like Sharangdhar Deshmukh, Adil Faras, Rinku Desai, Ratnesh Shirolkar, Murlidhar Jadhav, Ashwin Ajrekar, Niyaz Khan, and Abhijit Khatkar—grilled the administration even more intensely than opposition members. They questioned the timing of these proposed hikes, demanding to know why such increases were being suggested now rather than during the five-year period of "administrator's rule."

Bowing to the overwhelming political pressure from all sides, the KMC administration eventually declared that there would be no increase in property tax or water bill rates until the conclusion of the coming fiscal year. However, the house did manage to approve certain proposals regarding contractor registration fees and service charges related to health and solid waste management services.
Political Rifts Within Ruling Alliance Surface Publicly
The chaotic meeting also laid bare significant political rifts within the ruling coalition alliance. Shiv Sena group leader Sharangdhar Deshmukh and NCP group leader Adil Faras were observed engaged in a sharp, heated exchange of words, highlighting the ongoing friction and lack of cohesion between these two crucial political groups within the municipal corporation.
Civic Infrastructure and Financial Concerns Addressed
Regarding deteriorating civic infrastructure, Congress corporator Jayashree Chavan raised serious concerns about the city's failing streetlight network. In response, mayor Rouparani Nikam assured the assembly that Kolhapur would be "fully illuminated" within the next few months through comprehensive repair and replacement initiatives.
The session concluded with focused discussions on the KMC's precarious financial health. BJP corporator Deepa Tanekar highlighted that a crucial survey of 22,167 properties remains incomplete, resulting in significant revenue losses for the municipal body. Citing an urgent need for a comprehensive re-survey, she demanded the mayor issue immediate directives to the administration to identify and fix all leakages in property tax collection systems.
Mayor Forced to Apologize for House Disorder
The entire session was repeatedly disrupted by uproarious debates over civic amenities and administrative failures, eventually forcing mayor Rouparani Nikam to tender a public apology for the disorderly conduct and chaotic proceedings that characterized the first KMC meeting in half a decade.
