From August 1, 2026, the Maharashtra government will make a domicile certificate mandatory for obtaining a driving licence, according to state Transport Minister Diwakar Raote. The decision aims to streamline documentation and ensure only residents of Maharashtra are issued licences under the state's jurisdiction.

New Rule for Driving Licence Applicants

The minister stated that applicants must submit a domicile certificate proving they have resided in Maharashtra for at least 15 years. This certificate, issued by the revenue department, will be required for both learner's and permanent driving licences. The move is expected to curb fraudulent licences issued to non-residents.

Bike Taxi Drivers Must Hold Valid Licence and Badge

Raote also clarified that bike taxi drivers operating in Maharashtra must possess a valid driving licence under the Motor Vehicles Act, 1988, and a public service vehicle badge as per the Maharashtra Motor Vehicles Rules, 1989. This includes drivers for app-based services like Ola and Uber. Non-compliance will result in penalties, including fines and impoundment of vehicles.

Implementation and Impact

The transport department will begin enforcing the rule from August 1, with online and offline application processes adjusted to include the domicile certificate requirement.
