Maharashtra Launches Comprehensive Electoral Roll Revision Process
Pune: The Maharashtra state election machinery has commenced preparatory work for the Special Intensive Revision (SIR) of electoral rolls across all districts, according to Chief Electoral Officer S Chockalingam. This initiative follows the Election Commission of India's notification last month mandating the exercise in 22 states beginning in April.
Groundwork Underway Across All Districts
"Pre-SIR activities have officially started throughout Maharashtra," Chockalingam confirmed to media outlets. "This comprehensive process involves meticulous mapping of current electoral roll data with historical records from 2002, either through self-declaration or progeny verification. Our teams are actively identifying duplicate entries and tracking voters who have relocated to different areas."
The election official noted that work has intensified significantly this week as booth-level officers (BLOs) — primarily teachers who were previously engaged in examination duties — have now become fully available for electoral roll verification tasks.
Massive Deployment of Election Personnel
Approximately one lakh booth-level officers have been mobilized for this largely digital exercise, which is currently in its preparatory phase. These officers are conducting door-to-door verification and data validation across Maharashtra's diverse constituencies.
"Alongside the data mapping, we are conducting thorough scrutiny of electoral roll photographs," Chockalingam elaborated. "This includes updating unclear or outdated images and systematically checking for similar or duplicate entries. The work is progressing simultaneously in all districts and is being regularly reviewed according to Election Commission of India guidelines."
The chief electoral officer indicated that the final notification regarding the electoral roll revision is anticipated next month, following completion of the current verification phase.
Advanced Verification Mechanisms Implemented
Chockalingam detailed that the revision exercise incorporates sophisticated filtering systems to ensure electoral roll accuracy. These include identifying "photo similar entries" (PSE) and "demographically similar entries" (DSE) — two crucial mechanisms designed to cleanse the voter database.
PSEs refer to cases where voter records contain identical or nearly identical photographs, suggesting potential duplication. DSEs are flagged when personal details including name, age, gender, and residential address show close correspondence across multiple records.
"We have provided each district administration with comprehensive lists of identified PSEs and DSEs," Chockalingam stated. "Booth-level officers will conduct targeted home visits to verify these cases, confirming whether the voter genuinely resides at the registered address or has relocated elsewhere."
Political Parties Establish Monitoring Mechanisms
Samajwadi Party MLA Rais Shaikh has called for establishing a joint action committee comprising opposition parties to oversee the electoral roll revision process. In correspondence addressed to Maharashtra Congress chief Harshvardhan Sapkal, NCP (SP) leader Shashikant Shinde, and Shiv Sena (UBT) MP Sanjay Raut, Shaikh urged an urgent meeting during the ongoing budget session to formulate a coordinated monitoring strategy.
"During the Special Intensive Revision, there exists potential for serious procedural irregularities," Shaikh cautioned. "Voters from minority communities and marginalized sections could face unlawful removal from electoral rolls. A joint committee should supervise implementation, collect grievances, and provide necessary legal assistance where required."
Concurrently, the Bharatiya Janata Party has constituted its own committee to track the SIR exercise, with former MP Kirit Somaiya among the designated members of this monitoring panel.
The electoral roll revision represents a critical democratic exercise ahead of potential electoral processes, with Maharashtra's election authorities emphasizing transparency and accuracy throughout the verification procedures.
