MP Government Unveils Comprehensive Reforms for Contractual Employees

In a landmark announcement from Bhopal, Madhya Pradesh Chief Minister Mohan Yadav has revealed a series of significant measures aimed at improving the working conditions and career prospects of contractual employees across the state. The CM declared that the process to absorb contractual workers with over ten years of experience is already in motion, with plans to fill 50% of regular government positions through this initiative.

Uniform Policy Implementation Across Departments

Chief Minister Yadav emphasized that under the newly introduced Contract Policy–2023, all provisions will be strictly implemented in both centrally sponsored and state-sponsored projects. He directed state-owned corporations and boards to ensure time-bound execution of these policies. A forthcoming policy decision will establish uniform absorption procedures for contractual employees across all government departments.

This comprehensive approach will enable contractual workers to access numerous benefits previously unavailable to them, including participation in the National Pension System (NPS), gratuity payments, comprehensive health insurance coverage, compassionate appointment provisions, and full enforcement of disciplinary measures under the CCA Rules of 1965 and 1966.

Addressing Discrepancies and Determining Equivalence

The CM acknowledged existing discrepancies in equivalence determination for contract employees working across various departments, schemes, and projects. To resolve these issues promptly, a special committee has been established under the leadership of the additional chief secretary, with representation from contractual employees themselves.

This committee will specifically focus on equivalence determination for several key areas, including the ATMA Scheme of the Agriculture Department, District e-Governance Societies, and District Disability Rehabilitation Centres. The goal is to create standardized frameworks that ensure fair treatment and career progression opportunities for all contractual workers.

Recognition of Contractual Workers' Contributions

During his address at the ‘Samvida Karmis–Officers Conference' organized by the Bharatiya Mazdoor Sangh, Chief Minister Yadav reserved special praise for contractual employees. He credited what he called "the labour and trust of Samvida Karmis" for the successful implementation of numerous public welfare schemes at the grassroots level.

"Although ‘Samvida Karmis' are currently engaged on a contractual basis, they play a vital role in managing our administrative systems," Yadav stated. "Whether in health services, education, panchayats, urban local bodies, or technical services, these workers have become reliable pillars of our system—handling critical tasks like surveys, monitoring, and implementation."

Coordinated Approach for Employee Welfare

The Chief Minister outlined a collaborative approach involving multiple stakeholders to address concerns of contractual employees. In coordination with the Madhya Pradesh ‘Samvida Karmi Sanyukt Sangharsh Morcha', the Finance Department, and the General Administration Department, the government plans to resolve all outstanding issues in a manner that ensures both dignity and security for contract workers.

Yadav assured that his administration would approach legitimate demands with sensitivity, responsibility, and commitment, marking a significant shift in how contractual employees are perceived and treated within the state's administrative framework. This announcement represents one of the most comprehensive reforms for contractual workers in recent Madhya Pradesh history.
