Mysuru Development Authority Presents Inaugural Budget with Focus on Infrastructure
The Mysuru Development Authority (MDA) has officially presented its first budget on Monday, marking a significant milestone ten months after its establishment. This inaugural financial plan outlines ambitious development projects aimed at transforming urban infrastructure in the historic city.
Major Land Development and Layout Initiatives
One of the cornerstone announcements involves developing a new layout on 90 acres of land that has remained neglected for decades, despite being acquired long ago. MDA special land acquisition officer and in-charge commissioner KR Rakshith revealed that parcels in Vijayashripura and surrounding villages have been idle, prompting the authority to initiate layout formation with a dedicated allocation of Rs 20 crore.
Under the innovative 50:50 site-sharing scheme conceived approximately ten years ago, MDA plans to develop 15,000 residential sites across 2,000 acres in Bommenahalli, Kamaralli, and neighboring villages. Farmers have agreed to contribute their land for development in exchange for receiving 50% of the developed sites. A substantial Rs 460 crore has been reserved specifically for this residential layout development initiative.
Infrastructure and Environmental Projects
The budget allocates significant resources toward critical infrastructure improvements. MDA has earmarked Rs 10.5 crore for land acquisition dedicated to road-widening projects intended to enhance public convenience and traffic flow. Additionally, a substantial Rs 64 crore has been set aside for rejuvenating several important lakes, including Yelwala, Sahukarhundi, and Bommenahalli lakes, along with the Kalyani at Koorgahalli.
Looking ahead to the 2025-26 financial year, the authority has proposed constructing commercial and sports complexes with an estimated cost of Rs 31.9 crore. Furthermore, Rs 3.5 crore has been reserved for the second phase of upgrades to the Kabini drinking-water project, ensuring continued water security for the region.
Financial Projections and Revenue Expectations
Commissioner Rakshith detailed that MDA anticipates generating revenue of Rs 871.5 crore during the current financial year. The authority plans to expend Rs 548.4 crore on various development works across multiple sectors. An additional Rs 7.4 crore is designated for preparing the Detailed Project Report (DPR) for a 105-kilometer peripheral road that will encircle the city.
Primary revenue streams are expected to originate from taxes, cess collections, and surcharges, including a newly implemented 5% Ring Road surcharge designed to fund infrastructure maintenance and expansion.
Controversial Office Renovation Allocation
One budget item that has sparked considerable debate is the Rs 15 crore allocation for renovating the MDA office building located on JLB Road. Officials defended this expenditure by noting the building's age and urgent need for maintenance and upgrades.
However, observers and critics have questioned this substantial investment in administrative facilities. They argue that with thousands of citizens awaiting affordable housing plots and faster allotment processes, such funds might be better directed toward land development, basic infrastructure in new layouts, and creating more transparent distribution mechanisms rather than enhancing administrative comforts.
Governance and Implementation Challenges
The budget presentation meeting was chaired by DC Lakshmikanth Reddy, who explained to reporters that the 50:50 scheme emerged as a solution after farmers demonstrated reluctance to sell their land outright to the authority. The project requires at least 1,000 acres to commence, and thus far, MDA has successfully persuaded farmers to share 500 acres under this cooperative arrangement.
When questioned about procedural matters, the DC confirmed that a one-member commission has submitted its report to the government, and subsequent actions will be determined based on governmental directives. Notably, only official board members attended the budget presentation, as the government has yet to nominate additional members, including a representative MLA.
