Nagpur Civic Staff Colony Descends into Infrastructure Nightmare
The Nagpur Municipal Corporation (NMC) staff colony located at Mankapur-Zingabai Takli has become a stark symbol of civic neglect, with residents facing a deteriorating living environment characterized by vanishing roads, overflowing sewer lines, and rampant encroachments. This situation exposes a profound failure in the upkeep of the municipal body's own residential premises, raising serious questions about its management capabilities.
Disappearing Infrastructure and Health Hazards
Former Congress corporator Arun Daware Patil initially flagged the issues, but a thorough investigation reveals conditions far worse than reported. Internal roads within sections of the colony have virtually disappeared, transformed into uneven, muddy stretches that severely hinder movement for residents, many of whom are NMC employees themselves. Compounding these difficulties is the presence of open drainage systems and choked sewer lines, which create significant health hazards for those living in the area.
Encroachments and Illegal Activities Proliferate
The neglect extends beyond basic infrastructure. Open land surrounding the colony, particularly near the old Gorewada feeder plot, has been converted into an expansive scrap yard. Mounds of discarded material lie unattended, while the area has also emerged as a hotspot for drinking, with empty liquor bottles littering the premises. Residents, all NMC employees who requested anonymity, report that anti-social elements frequent the spot regularly, especially after dark, with minimal monitoring by authorities.
Heritage Asset and Water Body Suffer Neglect
A striking example of this disregard is a nearly 188-year-old banyan tree, transplanted from Pachpaoli to the colony premises as a heritage asset of the civic body. Now, it is surrounded by scrap and used as a hangout for drunkards, lacking basic protection or maintenance. Similarly, a nearby water body under the supervision of the water supply department shows signs of unchecked activity, with liquor bottles floating on the surface. Locals allege that illegal activities continue openly without any visible security presence.
Residential Quarters Deteriorate Further
Inside the staff quarters, the situation deteriorates during the monsoon season, with numerous homes reporting seepage and roof leakages. Residents state that repeated complaints have failed to yield results, forcing them to endure worsening living conditions. Sanitation remains a major concern as well, with irregular garbage lifting and apparent abdication of responsibility by both the civic body and its private agency.
Systemic Failure and Lack of Accountability
This ground reality points to a larger systemic failure where even civic staff are left to fend for themselves amid crumbling infrastructure. The inability of the Nagpur Municipal Corporation to manage its own assets effectively raises critical questions about governance and accountability. Municipal commissioner Vipin Itankar was not available for comments on these pressing issues.
