In a significant development aimed at empowering women and transforming governance, Andhra Pradesh Chief Minister N Chandrababu Naidu on Wednesday unveiled a multi-pronged strategy during a high-level review meeting. The centerpiece of his vision involves developing the recently launched Swayam brand—introduced with a dedicated logo on International Women's Day—along the successful lines of the iconic Amul cooperative model.

Building Sustainable Brand Value Through District Competition

Naidu emphasized that the Swayam initiative must incorporate district-wise competition to drive quality and innovation. He highlighted that DWCRA (Development of Women and Children in Rural Areas) women have already established strong financial credibility, with banks readily extending loans to self-help groups. To build sustainable brand value, the Chief Minister stressed the critical importance of integrating traceability systems, obtaining proper certification, and adhering to global market standards for all Swayam products.

"Collectors must ensure each district develops its own distinctive brand identity under the overarching Swayam umbrella," Naidu directed, adding that this decentralized approach would foster healthy competition while maintaining consistent quality benchmarks across the state.

Digital Governance and Administrative Reforms

The Chief Minister announced several groundbreaking administrative reforms aimed at modernizing governance. He directed collectors to establish RTGS (Real-Time Governance System) centers at the district level to systematically assess employee performance and service delivery metrics. In a move that signals the state's commitment to digital transformation, Naidu instructed the General Administration Department to make computer literacy a mandatory qualification for all government job positions.

Furthermore, the state will establish Human Resource institutes across districts to strengthen workforce capabilities through continuous training and skill development programs. These measures collectively represent a comprehensive push toward creating a more efficient, transparent, and digitally-enabled administrative framework.

Agricultural Reorientation and Farmer Support

Addressing agricultural concerns, Naidu declared that the sector must be fundamentally reoriented with greater emphasis on horticulture and animal husbandry to enhance farmer incomes and sustainability. He specifically addressed barriers facing tenant farmers, stating clearly that "rules should not obstruct loans for tenant farmers, and any such barriers must be reviewed and removed promptly."

The state government will explore options for free distribution of nano-urea to farmers and will consult with the central government regarding supply mechanisms. Additionally, AI agronomist services will be extended directly to households under the 'Raitanna Meekosam' program, which will be conducted on fixed dates every month to ensure regular agricultural guidance and support.

Sanitation and Municipal Accountability

Reviewing sanitation standards across the state, Naidu expressed concern about garbage found along roads during his recent visits to Kakinada and Samarlakota, indicating significant gaps in municipal oversight and management. He directed all cities and towns to actively compete for Swachh Survekshan awards and instructed officials to launch comprehensive public awareness campaigns on sanitation practices and civic responsibility.

Deep-Tech Integration Across Sectors

The Chief Minister outlined an ambitious technology integration plan, stating that deep-tech usage must increase substantially across healthcare, agriculture, education, and governance sectors. Artificial Intelligence, Internet of Things, and robotics will be leveraged to accelerate service delivery while simultaneously reducing operational costs. This technological push aligns with the broader vision of creating a digitally-empowered Andhra Pradesh that delivers efficient public services.

Administrative Rationalization and Best Practices

Naidu addressed staffing concerns, directing that personnel posted in Swarna Gram and Swarna Ward offices—including women police officers—should be deployed strictly based on departmental requirements rather than arbitrary assignments. He emphasized that transfers of Swarna staff must be governed by rationalization principles rather than recommendations or external influences.

During the meeting, collectors from Anakapalli, Annamayya, Chittoor, Nellore, Vizianagaram, Visakhapatnam, and Konaseema districts presented success stories and innovative practices from their respective regions. The Chief Minister instructed all district collectors to study these best practices and implement scalable solutions across the state to ensure uniform development and progress.
