Bihar Braces for Historic Political Transition as Nitish Kumar Prepares to Step Down
Patna is witnessing a monumental political shift as Bihar's longest-serving Chief Minister, Nitish Kumar, is expected to tender his resignation on Tuesday. This move will clear the path for a new BJP-led government to assume office on Wednesday, April 15, marking a pivotal moment in the state's political landscape.
Resignation Timeline and Constitutional Procedure
According to sources within the National Democratic Alliance (NDA), Kumar will submit his resignation to the Governor at 3:30 PM on Tuesday. Before this formal step, the Chief Minister has called what is anticipated to be his final cabinet meeting at 11 AM, where he is likely to officially announce his decision to dissolve the cabinet.
Minister and former state BJP president Dilip Kumar Jaiswal explained the constitutional requirement, stating, "The CM informs his colleagues about his decision to dissolve the cabinet and goes to the governor with the recommendation."
Political Significance and BJP's Milestone
This development carries immense political weight as it could potentially grant the BJP its first independently appointed Chief Minister in Bihar. Notably, Bihar remains the only state in the Hindi heartland where the party has not previously held the top governmental position without coalition support.
Bihar BJP president Sanjay Saraogi outlined the day's schedule, revealing, "The BJP legislature party meeting will be held at the party's state office at 2 PM. This will be followed by a meeting of the NDA legislature party at the central hall of the assembly at 4 PM to elect the new leader of the ruling alliance."
Leadership Transition and Legislative Meetings
Union Minister Shivraj Singh Chouhan has been appointed by the BJP parliamentary board as the central observer for the election of the legislature party leader. He is scheduled to arrive in Patna on Tuesday to oversee the process.
Simultaneously, the JD(U) legislature party meeting has been convened at the Chief Minister's official residence at 2 PM to elect its new leader in the assembly. This step is necessary because Kumar has resigned from the legislative council and taken oath as a Rajya Sabha member.
Although Kumar's son, Nishant Kumar, is being projected as a possible deputy Chief Minister in the new government, he is not a member of either House of the Bihar Legislature. Consequently, the JD(U) will need to select another individual as its legislature party leader, according to party insiders.
Swearing-In Ceremony and Symbolic Timing
Chouhan is expected to formally announce the name of the next Chief Minister shortly after the NDA legislature party meeting on Tuesday. The swearing-in ceremony is scheduled for April 15 at 11 AM at Lok Bhavan.
Prime Minister Narendra Modi may attend the event, with BJP leaders indicating his likely arrival in Patna on the evening of April 14. The chosen date holds symbolic significance, as April 14 coincides with Dr. B.R. Ambedkar's birth anniversary and marks the conclusion of the 'kharmas' period, traditionally viewed as an auspicious time for new beginnings.
Visible Preparations and Shifting Atmosphere
Signs of Kumar's impending departure are already evident. He has commenced moving his belongings from the official Chief Minister's residence at 1 Anne Marg to 7, Circular Road. On Monday, he personally inspected the bungalow where he is expected to reside after resigning.
Preparations for the oath-taking ceremony are in full swing. Governor's secretary Gopal Meena conducted a series of meetings on Monday with the Patna District Magistrate and other senior officials, issuing strict instructions to ensure comprehensive security arrangements across the Lok Bhavan premises.
At the JD(U) office, workers were observed removing election posters that proclaimed, "Pachis se tees, Phir se Nitish" (from 2025-30, it will be Nitish again), highlighting the dramatic transformation in the political climate.
Speculation Surrounding Kumar's Successor
Intense speculation continues regarding Kumar's successor. Deputy Chief Minister Samrat Choudhary emerges as a leading contender. The son of Kumar's former close aide Shakuni Choudhary, he joined the BJP in 2017 after nearly 15 years in the RJD, JD(U), and HAM-S. Despite party leaders maintaining silence, Samrat has attracted considerable attention, with senior leaders and officials frequently visiting his residence.
However, some BJP leaders reportedly express discomfort with his potential elevation, arguing that other candidates are equally suitable. These include Union Minister of State for Home Nityanand Rai, who is perceived as more deeply rooted in the RSS. They also note that the BJP high command has previously surprised observers in states like Rajasthan, Madhya Pradesh, Delhi, and Odisha by selecting less-expected individuals for top positions.
Other names under discussion for the Chief Minister's post encompass Sports Minister Shreyasi Singh, Industries Minister Dilip Jaiswal, and Digha MLA Sanjeev Chaurasia.
