Nagpur Municipal Corporation Faces Audit Scandal: Financial Oversight Collapsed for 6 Years
The Nagpur Municipal Corporation (NMC) found itself in a defensive position on Monday after a Times of India report exposed that financial audits in most departments have been frozen for approximately six consecutive years. The revelation triggered a storm during the standing committee meeting, with panel chairperson Shivani Dani Wakhare acknowledging that successive municipal commissioners had overlooked the critical audit process.
Admission of Serious Lapse in Financial Oversight
Interacting with media representatives after the meeting, Dani confirmed that internal audits in a majority of the corporation's 22 departments remained pending for multiple years. She described the situation as a "serious lapse" requiring immediate corrective measures. Her statement came amid sharp protests from opposition corporators who cited the TOI report and demanded accountability from the administration.
Official records accessed by journalists reveal that audits in most NMC departments have been pending since the 2018-19 financial year, effectively leaving the civic body without proper financial scrutiny for six consecutive years. Even during 2022-23, audits were completed in only three departments:
- Market Department
- Enforcement Department
- Water Works Department
This raises serious questions about how expenditure, procurement, and revenue collection were monitored throughout this extended period.
Proposed Structural Changes to Address Audit Delays
Dani revealed that the NMC is likely to designate an additional municipal commissioner as the official reporting officer to monitor pending audits and departmental financial scrutiny. This decision aims to ensure accountability and prevent further delays, especially after discovering that several departments remained unaudited for years.
The additional commissioner will be tasked with:
- Reviewing audit progress across all departments
- Coordinating with the audit wing regularly
- Submitting periodic reports to the standing committee
This structural change is designed to address lapses in financial oversight without further delay. Officially, the audit department is supposed to report to the municipal commissioner's office, but the department expressed inability to approach then municipal commissioner Abhijeet Chaudhari for almost two months with files pending.
Political Implications and Opposition Reactions
The controversy assumes greater significance as most of the six-year audit freeze overlaps with the period when the corporation functioned under administrator rule, from March 2022 to January 2026, when there were no elected representatives to question financial decisions. Opposition members argued that the absence of audits allowed departments to continue spending without proper accountability.
Congress corporators Wasim Khan and Abhijeet Jha raised the issue during the meeting, demanding explanations from the administration about how budgets were passed and works were approved without audit reports. They alleged that the delay appeared to be a deliberate attempt to shield irregularities.
Leader of opposition Sanjay Mahakalkar later stated that the admission itself confirmed that financial oversight in the civic body had "collapsed completely", warning that the issue could snowball into a major political controversy in the coming days.
Root Causes and Proposed Solutions
Dani explained that she has already spoken to the audit officer to understand the scale of the problem and admitted that staff shortage in the audit wing was a major reason for the delays. She added that a meeting with senior officials would be held soon to regularize the audit process and clear pending reports.
The NMC's standing committee now faces the challenging task of restoring financial accountability and transparency in municipal operations after years of neglected audits. The corporation's response to this crisis will likely determine public trust in municipal governance and financial management for years to come.
