In a significant move to modernize and strengthen the state's security apparatus, Odisha Chief Minister Mohan Charan Majhi on Thursday inaugurated a cutting-edge training and briefing centre at the Special Operations Group (SOG) campus in Chandaka, Bhubaneswar. The facility is capable of training 400 personnel simultaneously.
Major Infrastructure Push for Police Modernization
Alongside the new training hub, the Chief Minister dedicated a modern anti-terrorism training facility at the same site. The event marked the unveiling of a comprehensive suite of infrastructure projects aimed at bolstering the police force across Odisha. The projects include 16 new police station buildings spread across 16 different districts, addressing a long-standing need for improved operational bases.
The infrastructure rollout also features the construction of 70 residential quarters for police personnel, new office complexes, barracks, armouries, and administrative blocks. This massive development initiative is designed to enhance both the operational efficiency and the living conditions of the state's police force.
Zero-Tolerance on Violence and Surrender Policy
Reaffirming his government's firm stance against unrest, CM Majhi declared a zero-tolerance policy towards violence, stating it has no place in a democracy. "We will deal strictly with organisations and individuals involved in violent activities," he asserted. He extended an appeal to those engaged in violent paths, urging them to surrender and join the mainstream to contribute to Odisha's development journey.
To incentivize this, the government has recently revised its "Surrender and Rehabilitation" policy. The updated policy offers a comprehensive package for surrendering Maoists, including benefits worth up to Rs 1.2 crore. The package comprises housing assistance, educational aid, marriage assistance, vocational training, and a monthly stipend of Rs 10,000 for livelihood support.
Expansion of Specialized Police Units and Manpower
To further augment the state's policing capabilities, the government has sanctioned the creation of several new specialized units. The state has raised three units each of the Odisha Special Striking Force and the Odisha Industrial Security Force. Additionally, 10 new Odisha Disaster Rapid Action Force (ODRAF) units have been established to enhance disaster response.
Recognizing modern challenges, the police force will see a new Traffic and Road Safety Wing, and 21 dedicated Cyber and Economic Offence police stations have been created. A new police district has also been formed in Rairangpur to improve administrative and law enforcement reach.
In one of the most substantial manpower boosts in recent times, the state government has sanctioned 15,326 new posts within the police department. This recruitment drive is expected to significantly address staff shortages and improve the police-to-population ratio across Odisha.
