Safety concerns for government employees in Odisha have intensified dramatically following the release of alarming official statistics. Data presented by Chief Minister Mohan Charan Majhi in the state assembly on Monday indicates a significant rise in assaults on public servants while on duty.

The figures, provided in response to a query from BJD MLA Prasanna Acharya, reveal that 632 government employees were attacked during the 2024-25 period. This number surged by 21% to reach 767 incidents in the subsequent 2025-26 fiscal year, highlighting a clear escalation in workplace violence.
The problem spans multiple police districts across the state, including Bhubaneswar, Puri, Angul, Jajpur, Rourkela, Kandhamal, Kalahandi, Nayagarh, Dhenkanal, Rayagada, Kendrapada, and Mayurbhanj. This widespread distribution suggests a systemic issue rather than isolated incidents.

Police sources indicate that the victims predominantly belong to professions that frequently interact with the public during enforcement activities. Doctors, police personnel, revenue officials, forest department staff, and excise officers have been particularly vulnerable to attacks from both disgruntled citizens and anti-social elements.
Authorities attribute this troubling increase to several interconnected factors:

Retired police officer SN Barik expressed concern about the pattern, noting: "We often witness attacks on tehsil, forest, and excise officials during enforcement drives targeting illegal activities such as sand mining, stone quarrying, wood smuggling, poaching, and illicit liquor vending. The escalation in such assaults is deeply worrisome."

Sociologist Bhabagrahi Panigrahi provided deeper insight into the phenomenon, explaining: "When violence against state employees increases, it signifies more than just a breakdown in workplace safety. Government employees have voiced frustration about what they perceive as inadequate preventive measures. One employee questioned: "The statistics are alarming. While arrests are being made following incidents, what about prevention? We deserve assurance that we can perform our official duties without constant fear for our safety." This sentiment was echoed by reference to a brazen attack on a Bhubaneswar Municipal Corporation official in June of the previous year.
Recent incidents continue to illustrate the ongoing danger. Just days ago, excise officials conducting a late-night raid in Kharavel Nagar were assaulted by a bar employee. A government clerk revealed additional concerns: "Many cases likely go unreported. Unlike senior officers who receive organizational support when facing misconduct allegations, many lower-level employees remain silent due to lack of institutional backing."
Psychological and Social Dimensions
Senior psychiatrist Suvendu Mishra analyzed the psychological underpinnings of such attacks, noting: "Economic pressures, intense competition, and general uncertainty heighten collective anxiety within society. This environment makes reactions more impulsive and aggressive. Furthermore, social media influence often creates an urge for immediate solutions to real-life problems, sometimes manifesting as violence against perceived authority figures."
Government Response and Professional Concerns
Government officials have defended their handling of the situation, pointing to arrests in every reported case. A senior official stated: "We remain committed to ensuring justice and creating effective deterrence against such attacks on public servants."
Medical professionals, who represent one of the most frequently targeted groups, have expressed particular frustration. A physician at Capital Hospital explained: "We are here to serve patients, not to be assaulted over delays or misunderstandings. Despite the presence of police outposts and private security guards in healthcare facilities, we continue to face unruly behavior from some individuals."
