Political Storm in Odisha Over Railway Jurisdiction Transfer
Bhubaneswar witnessed significant political upheaval on Friday as the proposed transfer of the Ichchapuram-Palasa railway section from the East Coast Railway (ECoR) to the South Coast Railway (SCoR) sparked vehement opposition from multiple political parties and organizations. The move, which involves shifting jurisdiction from Khurda Road division to the proposed Visakhapatnam division, has ignited a fierce debate over regional interests and administrative control.
BJD's Strong Opposition to Railway Decision
Biju Janata Dal's Rajya Sabha member Sasmit Patra formally expressed his dissent in a letter addressed to Railway Minister Ashwini Vaishnaw. "This decision directly impacts Odisha, a state that makes substantial contributions to Indian Railways' freight earnings through coal, minerals, and industrial output," Patra emphasized. He warned that diverting jurisdiction over such high-revenue sections could lead to:
- Significant financial losses for the state
- Weakened administrative control over railway operations
- Diminished influence in railway network planning and prioritization
Patra urgently requested the immediate rollback of this revision, insisting that "no changes affecting Odisha should be implemented without proper consultation and agreement with the people of Odisha and their elected representatives."
Congress Joins the Protest Against Railway Restructuring
Koraput MP and Congress leader Saptagiri Ulaka launched a scathing critique of the central government's approach. "The double-engine government has proven ineffective in protecting Odisha's interests," he declared during his statements. Ulaka specifically urged the railway minister to halt the proposed bifurcation of the Palasa-Ichchapuram section from ECoR, warning that it would:
- Disrupt administrative efficiency in southern Odisha
- Negatively impact freight planning operations
- Compromise passenger services in the region
He attributed the decision to political pressure from Andhra Pradesh, stating, "Without Andhra Pradesh Chief Minister N Chandrababu Naidu's support, the BJP government at the Centre would collapse. To appease him, the Centre has taken this action that the people of Odisha will not forget." Ulaka further advocated for strengthening the Rayagada railway division and establishing a new division at Berhampur.
BJD's Additional Concerns About Regional Sovereignty
Addressing a press conference in Bhubaneswar, BJD's Atanu Sabyasachi Nayak framed the issue as a matter of regional pride and sovereignty. "Odisha's self-respect has been mortgaged by the double-engine government before the Andhra Pradesh government," he asserted. Nayak highlighted that ECoR currently stands as the highest-earning and freight-loading zone among all Indian Railways zones.
He characterized the railway restructuring as a deliberate conspiracy, noting that "the Centre initially bifurcated ECoR to create a major part of SCoR. Now this additional transfer appears designed to systematically weaken ECoR and reduce Odisha's role in railway network planning."
BJP's Defense and Internal Divisions
Satyabrata Panda, BJP state spokesperson, dismissed the allegations from both BJD and Congress leaders as unfounded. "This restructuring is being implemented by the Railways solely for effective governance purposes," he clarified. "The decision will not compromise Odisha's interests in any manner."
However, internal divisions within BJP became apparent when Berhampur BJP MP Pradeep Kumar Panigrahy wrote to Chief Minister Mohan Charan Majhi expressing concerns about the merger. "We must protect Odisha's railway sovereignty!" Panigrahy declared in his correspondence. He described the Ichchapuram-Palasa section as "the economic artery of south Odisha" and warned that severing it from ECoR would adversely affect regional logistics and revenue streams.
Panigrahy proposed an alternative approach, advocating that "instead of shrinking existing divisions, we should demand the creation of a new railway division at Berhampur" to better serve the region's transportation needs.
