Panchkula Civic Projects Face Delays as Election Model Code of Conduct Enforced
The implementation of the model code of conduct for the upcoming Panchkula municipal corporation elections, which came into effect on Monday, has significantly disrupted routine civic operations and major development initiatives in the city. According to official sources, this enforcement is expected to delay several critical projects by at least one month, impacting the city's infrastructure and public amenities.
Postponed Meetings and Key Projects
A scheduled meeting of the Panchkula Metropolitan Development Authority (PMDA) on Tuesday, which was set to address approximately 14 development agendas, has been postponed indefinitely due to the model code of conduct. This postponement directly affects high-profile projects, including the establishment of a Rs 208.92 crore integrated command and control centre (ICCC) and the construction of a four-lane road connecting the dumping ground to the National Highway. Both initiatives, crucial for urban management and transportation, are now stalled until after the election period.
Major Flagship Projects on Hold
Among the most notable projects facing delays are the Rs 147 crore "World Class Shooting Range" and the Rs 22 crore Atal Park. Although the agency and rates for these projects have been finalized, their allotment has been deferred for at least an additional month. The PMDA had intended to seek final approval from the chief minister, but this process has been put on hold temporarily due to the election regulations.
World Class Shooting Range Details:
- Location: Sector 32, spanning 9.2 acres of land.
- Structure: A ground-plus-two-floor building.
- Facilities: Includes a 50-meter, 25-meter, and final shooting range on the ground floor, a 10-meter shooting facility on the first floor, a restaurant, and an administrative block.
Atal Park Development:
- Location: Nearly 5 acres along the newly constructed wide road linking Sukhna Lake with the Mata Mansa Devi Complex in Sector 1.
- Features: The approved blueprint includes several themed gardens focused on wildlife, fragrance, Ayurveda, culture, art, and science. Key highlights will feature the Atal Gallery, a Rang Manch (performance stage), and food kiosks.
Additional Civic Works Impacted
The Panchkula Municipal Corporation's long-delayed project to construct its own office building is also set to experience further setbacks. The corporation had previously submitted the proposal to the director of urban local bodies for administrative approval, but this approval is not expected to progress until after the elections. Consequently, the tendering process for this project will not commence until at least next month.
Furthermore, routine tenders for essential civic works—such as road maintenance, sewerage systems, water supply enhancements, streetlight installations, and other public utilities—are prohibited from being floated until May 13, in compliance with the model code of conduct. This suspension is likely to affect day-to-day municipal services and minor infrastructure repairs across Panchkula.
The delays underscore the broader impact of election protocols on urban development, highlighting how political processes can temporarily halt progress on vital civic projects aimed at improving residents' quality of life.
