Pune Housing Societies Targeted for PNG Transition to Alleviate LPG Supply Strain

In a significant move to address fuel supply challenges, the Maharashtra cooperation department has launched an initiative targeting housing societies across Pune. The department will directly engage with chairmen and committee members of more than 6,000 residential complexes to encourage a swift transition of all residents to piped natural gas (PNG). This push comes amid ongoing disruptions in liquefied petroleum gas (LPG) supplies, exacerbated by geopolitical tensions in West Asia.

Direct Outreach to Accelerate Adoption

State cooperation commissioner Deepak Taware emphasized that the primary objective is to reduce pressure on LPG distribution networks and ensure consistent fuel availability for all citizens. "There are 22,955 housing societies in Pune city, of which 6,035 already have piped gas connections installed. However, only 20–30% of residents in these societies are currently utilizing the service," Taware stated. He explained that district deputy registrars will be writing to societies where the necessary infrastructure exists but usage remains low, urging committee members to facilitate a complete switch to PNG at the earliest opportunity.

Collaborative Strategy with Stakeholders

The cooperation department recently convened a crucial meeting with representatives from the state housing federation and officials from Maharashtra Natural Gas Ltd (MNGL) to devise effective strategies for increasing PNG adoption. MNGL director Bageshree Manthalkar highlighted that the focus is squarely on societies where pipelines are already laid but residents have not yet opted for connections. "The facility is literally at their doorstep, yet many are not using it. The cooperation department is writing to the chairman and society members to change this situation promptly," she remarked.

Phased Implementation and Potential Impact

Manthalkar further detailed that PNG connections are being fast-tracked for additional housing societies, with the first phase targeting two lakh households. This transition could potentially save nearly four lakh LPG cylinders, significantly easing supply constraints for the general public. She also revealed that ten prominent colleges in Pune have already been provided piped gas for their hostel mess facilities, with plans underway to extend this service to Savitribai Phule Pune University (SPPU), where a survey is currently in progress.

Incentives and Challenges in the Transition

A district deputy registrar involved in the initiative suggested that offering incentives could dramatically accelerate adoption rates. "Housing societies should receive benefits for all members switching to PNG, similar to incentives provided for rainwater harvesting and other civic initiatives. If cooperative housing societies obtain some financial or policy incentives, the transition will occur more rapidly, and residents will demonstrate greater willingness to shift," the official proposed.

However, housing society representatives have pointed out several persistent challenges:

  • Awareness gaps among residents regarding PNG benefits
  • Internal approval processes within societies that can delay decisions
  • Cost concerns, particularly in older buildings where residents often prefer maintaining LPG cylinders as backup options

Broader Policy Context and Future Monitoring

This localized initiative aligns with broader national efforts to strengthen consumer-focused gas service delivery. The central government has recently unveiled a new framework mandating time-bound PNG connections in areas with existing pipeline infrastructure and introducing safeguards against denial of pipeline access. Additionally, emergency powers under the Essential Commodities Act have been invoked to fast-track PNG rollout, aiming to enhance energy security, expand gas distribution networks, and reduce dependence on imported LPG.

Officials anticipate that the joint efforts of the cooperation department and MNGL will significantly accelerate PNG penetration across both Pune and Pimpri Chinchwad. District-level monitoring mechanisms will be established, with direct engagement with housing societies planned intensively over the coming weeks to ensure measurable progress in this critical energy transition.
