Pune Metro Tunnel Compromised by Unauthorized Borewell Drilling Operation
The Khadak police in Pune have taken decisive legal action by registering a formal case against a borewell contractor and a local homeowner. This follows an incident where drilling activities directly above an underground metro line near Shivaji Road on March 14 caused significant structural damage to the critical transit infrastructure.
Structural Breach and Immediate Safety Concerns
The unauthorized drilling operation reportedly created a hole approximately six inches in diameter in the roof of the metro tunnel. This breach occurred at a depth of about 80 to 100 feet below ground level, dangerously close to the Mandai Metro station. The Pune Metro has been actively operating its underground corridor between Shivajinagar and Swargate, making this incident particularly alarming for passenger safety.
Senior Inspector Shashikant Chavan of Khadak police provided crucial details to media outlets, stating, "Metro officials lodged a formal complaint with our department. They have taken emergency measures by sealing the borewell opening both at ground level and at the tunnel roof. This situation poses a genuine risk to the structural integrity of the metro line and requires immediate attention."
Legal Framework and Official Complaint
Shantanu Gorata, an officer with Maha Metro, filed the official complaint on Monday under specific sections of the Bharatiya Nyaya Sanhita (BNS). The charges include:
- Section 125: Rash or negligent acts endangering human life or personal safety
- Section 324: Mischief causing damage to property
Police investigations revealed that both the homeowner and the contractor were aware of the underground metro line's presence beneath the property. Despite this knowledge, they proceeded with the drilling operation, resulting in direct damage to the tunnel structure that compromised its overall safety.
Metro Authority's Preventive Measures and Public Advisory
Chandrashekhar Tambhavekar, head of the public relations department at Maha Metro, emphasized their ongoing efforts to prevent such incidents. "We have been consistently notifying groundwater survey agencies and civic administration officials about the necessity of taking extreme precautions when digging borewells along metro tunnel alignments," he explained.
Maha Metro has implemented several preventive strategies:
- Issuing regular public advisories to alert citizens about underground infrastructure
- Marking areas along tunnel alignments for clear identification
- Coordinating closely with civic administration and groundwater agencies
Homeowner's Defense and Counter-Narrative
Dhananjay Mote, the homeowner identified as a transport businessman, presented a contrasting account of events. He denied any intentional wrongdoing, stating, "We demolished an old family wada due to its weak structural condition and are constructing a new building. There was an existing hand pump on the premises that we removed. We used a drilling machine simply to flush the old pipe and found water at about 24 feet depth."
Mote further claimed, "We did not drill deeper and were completely unaware how the drilling could have possibly reached the metro tunnel roof. The following day, metro officials visited the site, filled the old hand pump pipe, and filed a criminal case without any prior discussion. We are not criminals. The authorities should have engaged in proper dialogue with us, but unfortunately, no one listened to our side of the story."
The incident highlights the critical need for enhanced coordination between property developers, contractors, and urban infrastructure authorities to prevent similar dangerous occurrences in rapidly developing cities like Pune.
